Responsibilities

  • Provides expert advisory and consultative services to managers and supervisors regarding federal human resources in the areas of position management, staffing and recruitment and human capital information systems.
  • Applies knowledge of the practices, laws, regulations, policies and procedures associated with personnel staffing, recruitment, and pay setting.
  • Applies knowledge of at least two human resources management programs, (i.e. Staffing, Recruitment, Hiring, HR Automation, Position Management and Classification), sufficient to provide comprehensive technical and consultative services to management.
  • Provides comprehensive technical and consultative services to management.
  • Develops criteria and evaluating candidates using an automated system that utilizes questions and responses to evaluate the candidates (USA Staffing or a similar questions/response system.
  • Utilizes HR Information Systems to post vacancy announcements and process payroll/personnel actions (e.g., in USAStaffing;NFC; EmpowHR, EPICWeb, or similar systems).

Qualifications

This position is part of the Office of the Chief Human Capital Officer, Government Publishing Office in Washington , District of Columbia.

To qualify for the Human Resources Specialist (Recruitment and Placement), PG -0201-12, applicants must have one year of specialized experience equivalent to at least the next lower grade(PG-11) in the normal line of progression for the occupation. Specialized experience is defined as:
  • Experience providing expert advisory and consultative services to managers and supervisors regarding federal human resources in the areas of position management, staffing and recruitment and human capital information systems.
  • Experience in recruitment using Delegated Examining and Merit Promotion procedures; and experience determining employees pay.
  • Experience performing work that involved: Knowledge of the practices, laws, regulations, policies and procedures associated with personnel staffing, recruitment, and pay setting within the Federal sector with an understanding of at least 2 human resources management programs, (i.e. Staffing, Recruitment, Hiring, HR Automation, Position Management and Classification or other HR professional position), sufficient to provide comprehensive technical and consultative services to management;
  • Experience utilizing HR Information Systems to post vacancy announcements and process payroll/personnel actions (e.g., in USAStaffing; NFC; EmpowHR, EPICWeb, or similar systems).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (05/11/2021) to be considered.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
