The position is located in the US Department of Education (ED), Office of Finance and Operations (OFO), Office of Human Resources (OHR), Talent Development Division (TDD). The TDD is responsible for partnering with stakeholders and employees at all levels to build a skilled, diverse, and engaged workforce through strategic employee and organizational development.

As a Human Resources Specialist (Information Systems), GS-0201-12, the incumbent will perform the following duties:

- Demonstrate expert knowledge in data migration, business process improvements, HR curriculum development, and data entry for online learning.

- Evaluate and improve human resources (HR) work methods and procedures through learning management systems (LMS) information system support.

- Determine actions required to resolve complex, current or potential problems in the areas of LMS systems operation and report generation and initiates corrective action with appropriate staff.

- Utilize the LMS to input course data, track registration, certify attendance, and provide management reports.

- Participate in executing strategies and/or plans for assigned talent development projects/programs such as Employee Engagement and Talent Development strategic plans.

As a Human Resources Specialist (Information Systems), GS-0201-13, the incumbent will perform the following duties:

- Manage small to mid-size training projects/programs in the areas of organizational and employee development as aligned to an agency-wide talent development human resources (HR) information system,

- Participate in developing and executing strategies and/or plans for assigned talent development projects/programs such as Employee Engagement and Talent Development strategic plans. Evaluate results and provide recommendations.

- Provide technical expertise and support through the development, implementation, and management of HR automated systems (e.g., learning management systems (LMS) and learning management tools); provide recommendations for HR learning system enhancements and customizations.

- Utilize the LMS to input course data, track registration, certify attendance and provide management reports.

- Demonstrate expert knowledge in data migration, business process improvements, HR curriculum development, data entry, and content design for online learning.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-12, if you possess the specialize experience.

Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing at least two (2) of the following duties or work assignments:

1. Experience applying pertinent laws, regulations, and policies related to human resources development programs.

2. Experience using written and oral communication to effectively make recommendations to management, prepare briefs, develop reports and deliver presentations.

3. Experience applying analytical and evaluative methods and techniques to develop new procedures and approaches to identify problems using information technology e.g., learning management systems.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 3. Experience applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems unique to human resources development programs or LMS management.

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is not included in the bargaining unit.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications
Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

2. Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

3. Referral and Selection
