Responsibilities

Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.

A Nurse Consultant position to be filled in each of the following programs:

• Countermeasures Injury Compensation Program - This position will serve as a Contracting Officer's Representative (COR) and will require a financial disclosure.
• National Vaccine Injury Compensation Program - This position does not require a financial disclosure.

As a Nurse Consultant, you serve as the Federal technical authority and expert with respect to clinical determinations of causation of injury by covered vaccines or medical countermeasures (i.e., medication, device, or other item recommended to diagnose, prevent or treat a declared pandemic, epidemic or security threat).

Your major duties and responsibilities include:

• Conducting complex clinical analysis using medical records and makes professional nursing and medical judgment in determining causation of injuries from vaccines or medical countermeasures.
• Using your professional medical evaluation and nursing knowledge to provide strategic advice and technical consultation, make expert determinations, and select appropriate expert medical sub-specialists including, but not limited to, pathologists, adult and pediatric neurologists, infectious disease experts, pediatricians, and other specialists to perform medical reviews under contract.
• Evaluating epidemiological data generated through the Program, current medical research information, knowledge gained through interactions with professional peers in the scientific community, and your professional expertise to develop rationale for outlining appropriate actions to increase safety of covered vaccines or medical countermeasures.

OPM's Basic Requirements for Nursing Series, 0610

Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. You must provide an SF50 dated September 2017 or earlier that verifies you occupied a 0610 position.

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

SPECIALIZED EXPERIENCE

In addition to meeting the above requirements, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of qualifying specialized experience equal to the GS-13 level include performing the following types of tasks performed on a regular and recurring basis:

Directing patient care experience with a comprehensive understanding of disease processes and their related pathophysiology; evaluating medical records to verify patient diagnoses and review peer-reviewed medical literature to determine causation of a patient's condition; and, conducting a comprehensive review of medical records in order to summarize medical history and diagnoses.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

This position has an education requirement.
