This position is for the Intermittent Professor of Program Management, providing mission assistance, classroom offerings and on-line resources.

Responsibilities

As an intermittent Professor of Program Management, you will apply your knowledge, experience, and technical skills to teach and facilitate higher levels of learning for the Department of Defense Acquisition workforce. This requires an in-depth knowledge of DoD Acquisition instructions, guidance, and procedures. In support of this job you will:

1. Conduct lectures and facilitate classroom discussion.
2. Coordinate, lead, and modify acquisition related workshops and events.
3. Provide coaching and mentoring to executive faculty and learners.
4. Provide consulting services to acquisition program offices, acquisition staff members, and senior acquisition members.
5. Research and develop executive curriculum, knowledge sharing materials (articles and/or videos), and new workshops.
6. Maintain acquisition currency and subject matter expertise.

What is an Intermittent?

A government civil servant that is employed as intermittent is a person hired to work an irregular or occasional schedule, i.e., there is no set schedule of work. The employee compensated only for the time actually worked. This type of employment used to find support when there is a surge in requirements or a short-term mission requirement. Hours of employment are based strictly on the needs of the agency. At DAU, employees hired as Intermittent Employees, are restricted to no more than 1,040 hours of work per year. A "year" starts with the date of employment through the one-year anniversary. This limitation allows DAU to extend the employment of the individual indefinitely as long as there is a viable requirement and funding source. These employees may be appointed to new 1-year term appointments consecutively without limitations if they do not exceed 1040 hours in a year, however the one-year term limitations mean they are not entitled to certain rights under Merit Systems Protection, or certain federal benefits to include death benefits. Although an intermittent employee assigned to a specific DAU Business Unit, the individual may be used for requirements across the enterprise. DAU Intermittent Faculty Employees are subject to all applicable Federal ethics restrictions. In certain circumstances, this could bar intermittent faculty members from receiving compensation from a private corporation to teach a course that is substantially similar to any existing DAU course. Qualifications

You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully.

1. Executive experience in acquisition program management in industry, government, and/or commercial sector regarding at least one of the following:
a. Service in a Critical Acquisition Position (CAP) within a program office or staff
b. Participation in key acquisition activities across the spectrum of the DoD acquisition framework/phases including:
  • Milestone Reviews
  • Defense Acquisition Boards
  • Critical Design Reviews
  • Development of acquisition documentation and plans
c. An understanding of the DoD systems acquisition processes, including business, technical, program management and oversight
d. Experience in acquisition process to include senior stakeholder interaction, source selection, technical management, and risk management
e. Equivalent industry experience that includes profit & loss, business development, business strategies, financials, and operations

2. Experience with teaching and facilitating adult learning, to include:
a. Teaching managerial, technical and business concepts to students with different backgrounds and experiences
b. Developing/presenting/leading lessons, cases, simulations, and workshops
c. Preparing course material (student and instructor) according to current instructional systems design technology
d. Developing course schedules

  • Ability to teach and facilitate adult learning. This includes: the ability to communicate (orally and in writing) complex managerial material to students with different backgrounds and experiences; a proficiency in delivery methods such as guided discussions, short lectures, role plays, problem-based learning (PBL) and case studies; the ability to incorporate the learner's experience into the learning process along with the ability to motivate learners to participate actively in the learning process; and the ability to organize information.
  • Ability to consult with DoD clients at various levels of authority, including but not limited to areas related to both pre- and post-award contracting/acquisition to include the ability to assist in guiding acquisition strategy development, the acquisition planning process, source selection and contract administration.
  • Ability to significantly contribute to, manage, or develop online learning assets/products for Acquisition Workforce members. Demonstrated ability for continuous assessment, currency, and quality of these artifacts.


Education
