Summary

This assignment is a 1-year non-reimbursable assignment. This is a full-time Virtual Joint Duty Assignment until the end of the detail.

This assignment is located in Department of Homeland Security, Management Directorate, Office of the Chief Human Capital Officer.

Responsibilities

  • Uses web design principles to create new sites and improve access to employee resources on DHS Connect.
  • Works with OCHCO Front Office to develop and implement strategic communications plans internal and external to the OCHCO.
  • The incumbent helps identify and conceptualize ideas and materials needed to ensure that website, articles, and messages regarding OCHCO objectives and initiatives are conveyed to interested parties.
  • Reviews the organization, length, and tone of materials, edits documents to improve clarity, formatting and grammar, and assists with design and graphics.
  • Works with Senior Leadership to design effective communication strategies .
  • Develops and executes strategies and processes to expand and refresh communications products for dissemination through all feasible means of electronic communications.
  • Evaluates the success of OCHCO's communication activities and advises OCHCO Front Office about how to improve the effectiveness of its communicative efforts.
  • Develops relationships and partnerships necessary to ensure effective communication about OCHCO's activities and value.
  • Establishes rapport with continuously changing stakeholders.
  • Utilizes contemporary communication, content development, and content distribution computer technologies and techniques to produce measurably successful communication outcomes.
  • Acquire and/or maintain detailed knowledge of internal policies, principles and strategies, and keep up to date with relevant developments.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must currently be at the grade level of the detail. No Temporary Promotion Opportunity
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Experience with web content and materials development, including principles of web design (essential).
  • Experience with SharePoint.
  • Bachelor's degree in communications, Journalism, Public Relations or a related field (preferred).
  • A minimum of 2 years' experience in communications strategy development (essential).
  • Excellent written and verbal communication skills.
  • Works well under pressure and meets tight deadlines.
  • Extensive experience and knowledge of MS Office Suite and related business and communication tools.
  • Content writing experience for all media platforms.
  • Proven social media and networking expertise.
  • Strategic and creative mindset.
  • Meticulous attention to detail.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
