Summary

The incumbent will serve as an acquisition project manager and technical consultant and advisor for a variety of projects involving the procurement of various commodities and professional service solutions for both military and civilian agencies.

Location of position: GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC) in Auburn, WA; Washington, DC; and/or Atlanta, GA.

Responsibilities

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC), Customer Account Management Division. The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS's professional services, human capital services, and charge card management programs and contracts.

Responsibilities for this position include:
  • Operates as an analyst for customer needs to integrate state of the art requirements with the optimal product or service offering available through GSA. He/she performs a broad range of highly complex analyses to assess customer needs and to arrive at options and creative solutions for customers. These solutions are constantly evolving and can be regional, national or worldwide in nature.
    The solutions often necessitate the incorporation of multiple technologies, diverse platforms, distinct business needs and sometimes sensitive, controversial or unprecedented needs, due to new customer roles, rapidly evolving program changes or matters.
  • Develops partnerships and networks with the federal community and industry experts to establish new business opportunities. Provides leadership in coordinating work efforts between customer technical functions and contracting offices relying on a wide variety of tools such as interagency agreements, diverse professional service contracts and other technical and business data to ensure solutions employed and contractual vehicles selected optimize customer financial abilities and meet business requirements in the most effective, efficient manner. Analyzes requests to determine specific needs.
  • Coordinates customer requirements through contracting or task order process. Prepares or assists in finalizing customer statements of work, performance work statements or statement of objectives, evaluates proposals, prepares negotiation objectives and supports negotiations with vendors.
  • Develops short/long-range plans on technical service requirements and assist in acquisition planning for Government agencies within the geographic area of responsibility. Develops resource allocations to meet workload demands. Establishes agency contacts and makes presentations on service offerings and promotes the uses of available reimbursable services. Provides guidance and assistance to customer agencies in the execution of their operational plans. Conducts customer surveys and feasibility studies to act upon improvements to administrative and technical services provided.
  • Conducts meetings with high level officials of Federal agencies to explain services, procedures and processes, rates and billing procedures, and functions provided by the organization. The briefings conducted necessitate that the employee expertly navigate the conversation with audiences that can include a mix of technical and non-technical members, many of whom have specific business needs, rigid budget/financial capability available for services and offerings and other dynamic program or business needs.

The GS-13 salary range starts at $97078.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is defined as demonstrated expertise in Federal acquisition and project management that included responsibility for managing projects and serving as a technical authority in the information technology, Federal Acquisition Regulations, and/or professional services areas. Such experience must include: identifying customer agency requirements; providing technical advice; acquisition planning, preparing statements of work; determining type of contracts to use; acquiring support services; and managing subsequent contracts/task orders.

  • Ability to recommend effective integrated technical solutions to meet customer agency complex information technology requirements, using acquisition knowledge to recommend acquisition strategies and advise customers on appropriate government contracting vehicles.
  • The incumbent possesses a broad knowledge of government acquisition, procurement and project management principles utilized by customer agencies to conduct general business operations.
  • Knowledge of acquisition procurement regulations, acquisition terminology, acquisition planning and contract administration procedures and practices; agency regulations, and the missions/functions of other Federal agencies in order to coordinate effectively with vendors and user agency representatives on sensitive issues.
  • Possess effective oral and written communication skills to accurately and concisely translate a variety of requirements or specifications and perform relevant
    and persuasive briefings to audiences that can include technical specialists and high level officials with diverse needs.
