Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer, Planning and Project Development Division. The selectee will be responsible for implementing the Office's mission and goals and providing organizational management to improve the performance of the operations and services of the AOC.

Responsibilities

The selectee serves as an Architect (Administrative Advisor), reviewing project plans from external organizations, providing leadership and oversight to subordinate and external organizations, and will be responsible for providing policy, administrative, and business support to all jurisdictions under the administrative authority of the AOC.

Major Duties:
  • Provides advice and drafts recommendations regarding the facilities on Capitol Hill for various Governmental and non-governmental functions.
  • Serves as the advisor to key AOC officials, maintains regular contact with the Architect, his senior leadership staff, the Facilities Planning staff, and administrative and program officials.
  • Coordinates with AOC leadership, stakeholders and counsel to other legislative branch offices, and House committees and staff.
  • Serves as key representative in responding to AOC committee inquiries and provides committee technical advice and opinions affecting acquisition, utilization, historic preservation, and agency property.
  • Provides advice, guidance, and liaison services for complex issues related to the AOC programs.
  • Represents the Architect and the Architect of the Capitol on the following, but not limited to, Committees: District of Columbia Zoning Commission, District of Columbia Board of Zoning Adjustment and National Capital Memorial Advisory Commission
  • Serves as a key leader in agency policy development and implementation; Plans, develops and implements policies and guidelines affecting critical agency programs.
  • Formulates and recommends agency-wide policies and procedures such as those affecting acquisition, utilization, historic preservation and disposal.
  • Represents the AOC and participates at relevant hearings, conferences and executive level meetings with officials, from other federal and regulatory agencies, with Members of Congress and their staffs and private industry representatives.
  • Establishes and maintains effective communications and working relationships with executive leaders, including Members of Congress and their staff, other legislative and executive agencies, and executives of major corporations and distinguished members of the public.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service.

Specialized experience for this position includes:
  • Serving as technical representative and key advisor to senior officials, program managers and stakeholders on policies, programs, and facilities operations.
  • Providing oversight, coordination and direction for planning, development, and implementation of programs, policies and procedures affecting acquisition, utilization, historic preservation and disposal of organizational property.
  • Applying comprehensive architectural and historic preservation knowledge, concepts, methods, and procedures to improve the performance of operations and services for a large organization.
  • Working directly with top level technical representatives of industry, Congressional offices, and others in the development of Architectural and Historic Preservation criteria and requirements.


Education

In addition to the specialized experience requirements, you must meet the following:

Basic Requirements:

Degree in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

Combination of education and experience-- college-level education, training, and/or technical experience that furnished:
  • A. thorough knowledge of the arts and sciences underlying professional architecture, and
  • A good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by related curriculum or experience as defined in the Office of Personnel Management (OPM) General Schedule Qualification Standards.

    Special Instructions for Foreign Education :

    Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

    Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
