Responsibilities

You will:

- Serve as a team leader for Freedom of Information Act (FOIA) support activities, and as an expert on public access to regulatory and science information.

- Plan, design, schedule and develop a FOIA program for important environmental programs, projects, studies or other work.

- Lead and monitor all FOIA activities to ensure compliance and quality assurance.

- Advise on matters of technical direction, regulatory history, quality controls, and standard operating procedures for FOIA analysis and response work products.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

The current duty station for this position is Arlington, VA. There are plans for this position to permanently move to a new duty station, Washington, DC. Anyone selected for this position will be expected to start work or move to the Washington, DC office location when requested.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing oversight on the review, analysis, and response to FOIA request and docket activities; and developing technical requirements that are applied to FOIA management database systems.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Ability to lead a team; 2) Skill in written communication; 3) Skill in applying requirements of the Freedom of Information Act; 4) Skill in applying confidential business information regulations; 5) Skill in managing information through the use of information technology; 6) Skill in analyzing data; 7) Skill in oral communication; 8) Ability to apply Federal and Agency records management systems, regulations, principles, and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

-- Performance appraisal - You are required to submit your most recent completed annual performance appraisal, dated within the last 18 months (if it is not dated within the last 18 months, or you have not received a performance appraisal, you must upload a signed/dated explanation why). NOTE: You only need to upload the page that shows the overall rating and manager/supervisor's signature, not the entire document. If your performance appraisal was conducted virtually, a supervisory email certifying your end-of-year review/rating was completed and the date it occurred is acceptable documentation in lieu of the supervisor's signature on the performance appraisal document; the overall rating must also be provided on either the email or the performance appraisal document.
