Summary

The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as an Information Technology Specialist (INFOSEC).

This Job Opportunity Announcement (JOA) may be used to fill other Information Technology Specialist (INFOSEC), GS -2210- 14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Responsibilities

As an Information Technology Specialist (INFOSEC) you will be responsible performing the following duties:
  • - Administers the Vulnerability Management Program to ensure that vulnerabilities from all FRTIB FISMA systems follow agency procedures for identification, tracking, remediation, and reporting;
  • - Triages and assesses impacts from zero-day vulnerabilities to coordinate and assist the System Owners and stakeholders in taking timely actions to reduce the likelihood of exploitation by threat actors;
  • - Evaluates vulnerability related Emergency Directives and Binding Operational Directives from the Department of Homeland Security to coordinate and develop responses within prescribed timeframes that may require plans, specific actions, and reporting;
  • - Assesses security events to determine impact and implements corrective actions; and/or ensures the rigorous application of information security / information assurance policies, principles, and practices in the delivery of all IT services;
  • - Conducts systems security evaluations, audits, and reviews;
  • - Assists system owners with understanding and executing upon security planning activities, e.g., remediation recommendations, vulnerability reporting, requirements definition, system security plan documentation adequacy, planning for security safeguard testing, and so on, across the life of an information system;
  • - Promotes awareness of security issues among management and ensures sound security principles are reflected in organizations' visions and goals;
  • - Interprets vulnerability scan information to determine weakness condition / severity, possible impacts to FRTIB systems / data, and establishes recommended corrective actions;
  • - Assists system developers with understanding the principles of secure software development and application architecture;
  • - Manages efforts related to the FRTIB's Vulnerability Disclosure Policy and Procedures and all associated activities;
  • - Develops policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data; and
  • - Develops systems security plans, contingency plans and disaster recovery procedures.

This position is a time-limited TERM appointment. This appointment is for 2 years.

U.S. Citizenship is required.

Qualifications

This announcement is issued under the Direct-Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Appointee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one-year probationary period. Under this DHA announcement applicants who meet the basic qualification requirements will be forwarded to the Selecting Official.

To qualify for this position, applicants must meet the Basic Experience requirement and the Specialized Experience as described below.

Basic Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience:
In addition to having experience demonstrating the four competencies, applicants must also have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as : (1) experience working within a Vulnerability Management Program to manage the identification, tracking, remediation, and reporting of vulnerabilities; (2)experience responding to vulnerability related Emergency Directives (ED) and Binding Operational Directives (BOD) that require coordination and reporting with internal and external stakeholders, such as agency executives and the Department of Homeland Security; (3) experience operating vulnerability assessment scanning tools and interpreting results to identify system vulnerabilities within infrastructure, servers, workstations, databases, web applications, and devices (4) experience implementing and overseeing Plan of Action and Milestones (POA&Ms); and (5) and experience working with the NIST Risk Management Framework to assess organizational risk.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

All work schedules allow for an arrival time between 6:30 and 9:30 am. Employees on the Gliding Schedule work 8 hours plus a 30-minute unpaid lunch period. Employees on the Flexible 5-4/9 Schedule work eight 9-hour days and one 8-hour day (plus the 30-minute unpaid lunch period) in each biweekly pay period, and receive one scheduled day off.
