Sr. Payroll Manager Marketing Statement:

The Washington Metropolitan Area Transit Authority (WMATA) is seeking an engaged, exceptionally talented, Senior Payroll Manager professional to join our Accounting and Payroll team. Reporting to the Director of Financial Services and Payments, this position is responsible for overseeing all Payroll operating procedures, controls and performance management within the department. A successful candidate will be expected to provide leadership and strategic direction to Payroll staff that drives innovation and process improvement.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Accounting, Finance, Human Resources, Business Administration or related field

Experience
  • Minimum fifteen (15) years US payroll operations experience in a large, complex organization, consisting of union and nonunion personnel
  • Minimum ten (10) years (of the fifteen) management experience in a payroll environment with demonstrated experience in leading and motivating a large team with complex payroll and accounting related transactions

Certification/Licensure
  • None

Preferred
  • Master's degree in Accounting, Finance, Business Administration or related field
  • Certified Payroll Professional (CPP), Fundamental Payroll Certification (FPC) or similar
  • Experience with PeopleSoft HCM Payroll software
  • Experience with Kronos Workforce Central timekeeping software
  • Experience with Union Collective Bargaining Agreements
  • Experience with PeopleSoft Payroll highly preferred

SUMMARY

The Senior Manager of Payroll is responsible for effectively building and sustaining the payroll team to accomplish managing change, people, and payroll processes. Specifically, the incumbent oversees and directs the payroll staff to ensure timely and accurate processing of weekly and biweekly payrolls while ensuring compliance with federal and state laws, Metro policies and procedures; and guidelines established in union collective bargaining agreements. The incumbent is accountable for coordinating cross-departmental and cross-functional teams to ensure data integrity and reliability of payroll transactions. This position requires strong leadership skills to motivate and energize a large and diverse payroll staff; implement policies, procedures, and internal controls based on industry standards; effectively deliver payroll services; demand excellent customer service; and provides leadership and strategic direction to the Payroll staff that drives innovation and process improvement. The incumbent has considerable latitude for independent judgement and actions within established guidelines.

ESSENTIAL FUNCTIONS
  • Manages the day-to-day operations of the payroll department's pay calculation results, employee paychecks, payroll vendor payments, tax filings and WMATA's reporting requirements, in compliance with all local, state, federal and bargaining union rules, laws and regulations. Ensures the timeliness and accuracy of the processing of all paychecks, deductions, payroll integrations, employee and WMATA tax data and reporting.
  • Automates manual/paper processes and develops procedures to ensure electronic data is maintained and readily available and centrally stored in accordance with record retention policies. Ensure accurate reconciliations and postings of payroll transactions in all payroll-related general ledger accounts and timely resolution of all discrepancies. Develops and reports on quantitative and qualitative performance metrics for all critical payroll areas to measure the effectiveness and accuracy of transactions processed.

OTHER FUNCTIONS
  • Establishes a formidable team that can and is expected to execute excellent customer service to internal and external stakeholders. Establishes and maintain strong relationships with Human Resources to guarantee that payroll processes, information, and needs are aligned for optimum efficiency. Ensure active payroll participation in system implementation activities, requirements gathering, developing, and testing of new software, systems and functionality.
  • Keeps abreast of applicable accounting and payroll related policies, procedures, collective bargaining agreements, and standards, as applicable to Payroll, and implements appropriate training/procedures to ensure staff compliance. Stays well-informed of industry standards and practices with a focus on process improvements and automation. Plans and implements changes to streamlines business processes and use of financial systems.
  • Consistently reviews, updates and improves payroll's practices and procedures to ensure that payroll activities follow all local, state, and federal laws and regulations, bargaining union rules and WMATA policies. Establishes and ensures that appropriate internal controls are in place and being followed to prevent or detect payroll misstatements or fraud, waste, and or abuse. Evaluate and recommend changes to restructure or realign payroll branch processes and/or staff to promote the most effective and efficient operations.
  • Manages and supervises subordinate staff to include developing/updating job descriptions, recommending applicant selection for hiring and undertaking necessary disciplinary actions. Resolving grievances and difficult personnel and task-related problems. Manages retention programs, approving leave requests, and the assignment of duties. Directs the accurate and timely completion of work, ensuring appropriate training and preparedness in achieving branch goals. Establishes specific and measurable work plans for subordinates against which they will be measured, and conducts mentoring, guidance and performance evaluations based on these work plans. Develops and implements knowledge sharing and succession plans.
  • Ensures that all staff stays well-informed of all payroll related laws, rules, regulations, policy. This includes updates from government ruling entities, WMATA leadership, and bargaining unit changes affecting all areas of payroll. Validates all payroll runs ensuring all processes and policies were followed and payroll calculations are accurate and in accordance with federal and state laws. Oversees and ensures proper accounting and reporting of payroll data on a weekly, bi-weekly, monthly, quarterly, annual, ad-hoc and multi-year basis.
