Responsibilities

As a Management Analyst, you will:
- Research and investigate new or improved business and management practices for application to Housing programs and operations. Identify data required for use in the management and direction of programs. Develop management plans, procedures, and methodology. Conduct complex and special studies for efficiency and productivity and recommends changes or improvements in work methods, and procedures. Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems.
- Analyze and evaluate Housing functions and activities being considered for conversion to contract operations. Identify resources (funding, equipment, facilities) required to support varied level of program Operations. Review administrative audits and investigative reports to recommend appropriate changes or corrective action required. Define, plan, develop, and implement controls and procedures for the organizations in Headquarters and the Field structures. Perform extensive and in-depth reviews for a more efficient and effective mission and function.
- Develop and implement management procedures and policies in Housing Headquarters and in Field structure. Conduct special cost benefits analyses, studies, reports, surveys, inquiries, and evaluations. Prepare oral and written reports and presentations; prepare graphs and charts that present clear, concise, and effective analytical results of, evaluations and studies performed; provides staff level with formal presentations. Prepare replies to inquiries from Members of Congress, other Government agencies, Field Offices, Contractors, and the general public on very complex and substantive questions relating to Housing's operations and management.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    Specialized Experience:
    To be qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level. Specialized experience is defined as researching and implementing major policy and program initiatives that impact the full range of housing programs. Examples of such experience may include:
    - Conducting in depth analysis and evaluation of administrative functions of housing programs; OR
    - Analyzing and developing proposals to consolidate, amend, or create new housing programs; OR
    - Researching and implementing legislative initiatives that impact the full range of housing programs; OR
    - Independently making determinations, recommendations, and investigations that involve a wide range of administrative and operational policies and procedures related to housing programs.

    Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14 you must have been at the GS-13level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
