Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a SUPERVISORY PROGRAM MANAGER at the GS-0340-15 some of your typical work assignments may include:
  • Accomplishes enhancement of the capabilities of the partner nations to prevent, deter and interdict illicit trafficking in WMD or related materials and to respond effectively to WMD trafficking incidents through the use of DTRA contracts with U.S. and foreign firms.
  • Leads diverse department of government civilians, joint military officers, and contractors to provide day-to-day technical guidance to contract performers, monitor contractor performance, review and approve contract bidders, review and approve contract reports and deliverable, recommend required adjustments to existing contracts, and debrief both winning and losing bidders on proposal merits/deficiencies.
  • Provides expert assistance to the Director of Cooperative Threat Reduction (CTR) in ensuring timely and effective execution of international projects in support of eliminating and preventing the proliferation of nuclear, chemical and biological weapons and their strategic delivery systems.
  • Chairs technical source selection evaluation boards, prepares source selection recommendations, conducts detailed technical discussions with contract bidders, and debriefs both winning and losing bidders on proposal merits/deficiencies.

Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:
  • Leading a diverse team.
  • Establishing and maintaining an environment that challenges, empowers, and develops subordinate personnel while achieving consistently high levels of success and customer satisfaction.
  • Providing technical management support for very large technical contracts of several years duration.
  • Providing technical guidance to contract performers, monitors contractor performance, and reviews and approves contract deliverables.
  • Determining program needs and manages resources.
  • Overseeing performance, cost, and schedule execution.
  • Developing working relationships with U.S. interagency and foreign government officials.
  • Require an understanding of the elimination, security, and nonproliferation of nuclear, chemical, and biological weapons, WMD delivery systems, and related systems, capabilities and technologies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Other Notes:

This is an Acquisition Workforce position in the Program Management career field. The incumbent will be required to become certified, Level II, in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

Medical inoculations are recommended for entry into certain geographic areas that have known disease prevalence for which U.S. citizens are not routinely inoculated. The incumbent is encouraged to receive appropriate inoculations; however the decision to accept them is totally voluntary.
