Duties

Summary

You will serve as Deputy Director of the Equal Opportunity Programs Division responsible for External Civil Rights, Anti-harassment (AHP) and Alternative Dispute Resolution (ADR) programs and assume the duties and authority of the Division Director during absences and as directed.

Responsibilities

  • Supervise and instruct program managers and staff in specific tasks and job techniques; provide written guidance; review and approve deliverables for content, quality, and timeliness; evaluate employee performance, addresses conduct issues.
  • Lead day-to-day ADR program operations, including program trend analysis, training for mediators and settlement officials, and addressing detailed logistics and administrative matters for individual mediations.
  • Oversee the agency's anti-harassment program. Serve as subject matter expert and provide strategic vision to plan, develop, disseminate and interpret policies, procedures, guidelines, goals, objectives, reports, and correspondence.
  • Oversee compliance with civil rights laws by agency grantees including Title VI of the Civil Rights Act of 1964, Title IX of the Education Act Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975.
  • Engage with specialists and complainants to ensure timely issuance of mediation offers; select mediators, prepare management/settlement officials, schedule mediations, identify facilities, collect and synthesize feedback.
  • Assist with Division management (e.g., planning, obtaining, and allocating human capital and budget resources, and in operational decision-making) to meet strategic goals, needs of the team, and employee development.
  • Monitor budget, prepare monthly reports and contribute to periodic reports, conduct quarterly meetings with mediation cadre and Agency ADR Team, conduct weekly staff meetings, ensure timely execution of deliverables.
  • Develop/communicate the strategic plan, mission, vision and values of the organization, and their integration into Division strategies, goals, objectives, work and performance plans; advise Division Director accordingly.
  • Represent the organization and collaborate with internal and external stakeholders (human resources, legal, procurement, mission directorates, Dept of Justice, GAO, NSF, Energy, and other agencies as well as interagency taskforces).

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level in the Federal service that includes establishing state of the art methods and innovative policies/procedures to expand the use of ADR for the resolution of EEO complaints and other workplace conflicts; work as a program manager, gathering and analyzing data to develop and implement policies and guidelines pertaining to ADR programs at the Agency. Experience applying statutes, regulations, and case law to originate and edit organizational policies that address Employee Relations guidelines and procedures; to develop and implement strategies to accomplish short- and long-term organizational goals, and to identify and implement improvements and procedures for handling employee relations matters. Experience advising managers about employee relations issues; and developing goals, metrics, and evaluative tools to measure organizational performance against organizational goals.
