Responsibilities

  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • Serves as Supervisory Equal Employment Specialist of the Equal Employment Opportunity (EEO) Office at Defense Logistics Agency (DLA) Energy.
  • Manages and directs two EEO Business Units: The Complaints and Training Business Unit and Affirmative Action/Special Emphasis and Analysis Unit.
  • Responsible for the overall quality, quantity, and timeliness of the activity Equal Employment Opportunity Office accomplishments.
  • Develops comprehensive annual and long-range affirmative employment plans to ensure that EEO and Diversity and Inclusion Management program goals and objectives are achieved for all serviced activities.
  • Exercises program oversight to assure implementation of/compliance with goals and objectives by serviced organizations through formal evaluation of program activities.
  • Develops program goals, plans and strategies in response to complex systemic diversity and inclusion management and equal employment problems throughout serviced activities.
  • Provides leadership and direction to supervisors at the Directorate, Branch Chief and office staff levels to assure mission accomplishment, effectiveness, and the consistent application of prescribed regulatory and procedural requirements.
  • Maintains continuing dialogue and develops partnerships with national civil rights advocacy groups and coordinates hiring strategies in response to perceived inequities in recruitment patterns and practices.

Qualifications

To qualify for a Supervisory Equal Employment Specialist GS-0260-13 your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Responded, investigated, and Processed EEO complaints
  • Planning and presenting EEO training to all levels in an organization
  • Assisted in development and implementation of EEO programs and strategies

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
