Responsibilities

This position is located in the Safety and Technical Training Directorate, Technical Training Directorate (AJI-2). This Directorate provides a national training program to maintain a qualified and certified Air Traffic operational workforce to support the National Airspace System. The Directorate manages more than 350 projects, and is responsible for the maintenance and revision of over 400 Air Traffic and Technical Operation courses.

As a Management Analyst, he/she applies expert knowledge of management and organizational systems and procedures to conduct and coordinate a wide variety of complex analytical studies and projects concerning the training curriculum for the air traffic and technical operations workforce that supports and facilitates the production and delivery of quality learning. This work requires extensive knowledge of and skill using qualitative techniques to analyze and measure the effectiveness, efficiency and productivity of the Directorate's programs. This work directly affects the Safety and Technical Training Service Unit, the ATO, and the strategic goals of the Federal Aviation Administration (FAA).

As a subject-matter expert in project/program management principles, he/she, organizes, coordinates, and conducts a wide variety of analytical studies and projects related to organizational and productivity improvement, management controls, and long-range planning. Assignments include developing guidance on techniques for management and methods improvement; analyzing and advising on proposed reorganizations or realignment of functions. He/she applies experience using the continuous improvement process to identify gaps across the Directorate and to provide business and automation solutions. He/she applies knowledge of multiple business disciplines, including financial, contractual and acquisition to advise the Directorate and the AJI-2 leadership team on significant and controversial management issues; and to recommend appropriate courses of action on complex issues and unique problems.

As the Directorate's Special Projects Coordinator, he/she is a technical expert in the application of analytical and evaluative methods and techniques to issues concerning the effectiveness and efficiency of work operations. He/she applies a thorough understanding or policy program administration to lead teams in complex studies of past and present workload and deviations from standards to assess and validate staffing requirements. Using skill adapting analytical techniques and evaluation criteria, the incumbent measures organizational productivity and recommends improvements for organization and program effectiveness. The incumbent applies a comprehensive understanding of certification and proficiency requirements for the air traffic operational workforce to recommend new and innovative training programs and methods to provide seamless support to Operational Units. He/she establishes decision processes and develops innovative and effective methods to document administrative and business policy issues and determines whether recommendations conflict with existing ATO policies. He/she advises on and promotes the effectiveness development and utilization of learning management systems and methodologies using experience with training development portfolio management.

Contacts are internal and external to the Directorate and include senior management, industry and stakeholders to enhance technical training policy and guidance. He/she uses skill preparing papers and staff reports to define, organize, and recommend resources to ensure the Directorate work efforts meet standards and goals set by ATO Leadership. Applies experience organizing and delivering briefings to managers to convey strategic vision. He/she briefs senior management on the status of recommendations and reports, focusing on complex problem areas that may adversely affect the Directorates programs.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

Experience using the continuous improvement process to identify gaps across the organizational unit, LOB/SO or Division and to provide business and automation solutions; AND

Experience organizing and delivering briefings to managers to convey strategic vision.
