This position is located in the Federal Aviation Administration (FAA), Office of the Administrator, Office of Administrative Operations/ Executive Secretariat (AOA-1). This organization functions as the Administrator's Agency-wide coordination and communications mechanism for written correspondence. It is the authoritative channel for official written communications between the FAA, Secretary of Transportation, Congress and the White House.

Responsibilities

As a Supervisory Management and Program Analyst, he/she applies advanced knowledge of management and program principles to direct a staff of analysts responsible for identifying, routing, controlling, coordinating, editing, and dispatching correspondence addressed to, signed by, or of current or potential interest to the Administrator/Deputy Administrator and Chief of Staff of the Federal Aviation Administration (FAA). This includes congressional inquiries, correspondence referred from the White House, the Secretary of Transportation, and correspondence from private industry and the general public with varying levels of interest. He/she acts as the Deputy Manager of the Office of Administrative Operations/ Executive Secretariat (AOA-1). This work is critical to the operation and success of the FAA.

Work usually includes a mixture of routine and complex projects/programs based on the objectives of the FAA Administrator. Managerial duties typically affect employees and managers throughout the FAA and include planning; communicating the Administrator's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate.

He/she defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one project/program. Manages budget and either reallocates resources among projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Program.

He/she is the primary advisor and Deputy to the Manager of Administrative Operations and Executive Secretariat regarding the Administrator's Correspondence Program. This includes all aspects of the correspondence program, i.e. policies, processing, and oversight. Reviews and evaluates correspondence signed by the Secretary of Transportation, the FAA Administrator, or FAA Deputy Administrator, to ensure compliance with correspondence policies and procedures. He/she demonstrates an advanced knowledge of internal organizational relationships, as well as relationships with the White House, other Federal departments and agencies, congressional offices, and aviation related organizations. Additionally, he/she exercise significant responsibility/authority in advising Agency leadership in the Office of the Administrator, lines of businesses, and staff offices. As the Deputy Manager, he/she carries out continuing responsibility for managing of the correspondence program and speaks with the same authority and level of responsibility as the manager.

He/she applies experience using automated tool such as spreadsheets and database software to track, extract data, and prepare detailed reports and trend analysis for management use and decision-making. He/she oversees the development of statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision-making.

Contacts are primarily within the Executive Secretariat and with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, he/she may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. He/she has authority to make commitments within guidelines.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Experience using automated tool such as spreadsheets and database software to track, extract data, and prepare detailed reports and trend analysis for management use and decision-making.
  • Experience evaluating and analyze correspondence, ensuring compliance to correspondence policies and procedures.
