Responsibilities

The NRO will make selections at the GG-15 level for this position

As a SUPERVISORY SECURITY SPECIALIST you will be responsible for the following duties:
  • Provides continual security risk management assessment, and may be required to coordinate counter-intelligence assessments as directed by the supported D&O or Director, OS&CI.
  • Justifies, directs, and allocates resources (people, budget, materials) across the organization through one or more levels of supervision.
  • Establishes and communicates security organizational goals, objectives, and priorities to the security staffs across the Ds&Os.
  • Oversight responsibilities include risk, threat, and vulnerability assessments and analyses on all D&O programs, industry partner sites, and personnel.
  • Acts as Senior Security Lead during facility security surveys of government and contractor facilities to determine their ability to work with and store classified and sensitive information, including information generated or stored in Automated Information Systems (AISs); and to oversee personnel who provide for proper personnel security administration, visitor controls and physical security provisions and safeguards.
  • Provides orientation and advisory services as necessary to ensure contractors are oriented to the specific program classification guides and may initiate measures necessary to bring facilities up to established standards.
  • Conducts periodic security reviews to examine procedures and security training of contractors to determine compliance with the requirements and terms of security agreements, and the practices for safeguarding classified material.
  • Ensures adequate research and technology principles, strategies and programs are employed to counter threats of security compromise.
  • Directs a program or major program segment with significant resources (e.g., a multimillion-dollar level of effort).
  • Designs and directs comprehensive security evaluations where boundaries are extremely broad and complex.
  • Leads government security interviews with contractor management to determine the organizational structure to include senior stakeholders.
  • Performs other duties as assigned.


Travel Required

Occasional travel - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty.

This position is an Expert Level DCIPS position. DCIPS Expert Level positions include GG-15. The NRO is accepting applications from both current Federal Government employees and non-Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-15, or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:
  • Knowledgeable of concepts, policies, procedures, and Intelligence Community Directives (JCDs) and techniques that apply to the security disciplines of physical, industrial, information systems, personnel and operations security.
  • Demonstrated understanding for compliance adherence for ICD 503, Information Technology System Certification and Accreditation, ICD 704, Personnel Security Standards for Access to Sensitive Compartmented Information, and ICD 705, Sensitive Compartmented Information Facilities.
  • Direct subordinate elements in the organizational unit; obtain, plan and manage the efficient, effective use of resources; negotiate with key officials to gain necessary support for program goals and objectives of the IC community.
  • Experienced in security acquisition such as developing and reviewing DD 254s and security CDRLs, participation in contractor source selections and security contributions; and participation in contractor award fee boards.
  • Experienced in providing classification guidance, document markings, and safeguarding requirements for classified materials.
