Summary

This position is located in the Food and Drug Administration (FDA), Center for Drug Evaluation and Research (CDER), Office of Generic Drugs (OGD) Office of Bioequivalance (OB), Division of Clinical Review, in Silver Spring, MD.

Note: Candidates may be eligible to receive Title 38 Physician and Dentist Pay (PDP), in addition to the regular General Schedule base salary.

Responsibilities

  • The incumbent will serve as advisor (Deputy) to the Division Director. Serves as an authority on clinical issues related to the review and approval of generic drug products.
  • Advises on matters that involve product safety, efficacy, and/or bioequivalence of a wide variety of drug products. Develops and implements policies requiring a clinical perspective or pertaining to products under the Division?s purview.
  • Provides clinical oversight of evaluations of therapeutic equivalence in support of Abbreviated New Drug Applications (ANDAs).
  • Provides oversight of the assessment of bioequivalence (BE) trials with clinical endpoints in humans, submitted in support of Abbreviated New Drug Applications (ANDAs)
  • Provides subject matter expertise on product-specific guidance and protocols, and feedback on protocols proposed by industry for these studies.
  • Provides clinical oversight of Investigational New Drug (IND) applications when required by regulations to be submitted for bioequivalence studies (Bio-INDs).
  • Provides guidance and advice to regulated industry through review staff and direct participation in pre-ANDA meetings, controlled correspondence, and product-specific guidance etc.
  • Consults with various external groups such as professional and academic associations to carry out the mission of the office.
  • Provides occupational specific technical and administrative direction to subordinate supervisors and subordinate employees performing the work and functions of the organization.

Qualifications

The position of Supervisory Physician falls under the 0602 occupational series. To qualify for this position at grade GP-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/05/2021.

BASIC REQUIREMENTS:

A. DEGREE : You must have a Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link) ; Association of American Medical Colleges (external link) ; Liaison Committee on Medical Education (external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

OR

B. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link) , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

NOTE: You must provide a copy of your Doctor of Medicine transcripts (unofficial), foreign equivalency, or ECFMG results with your application to document that you have met the education requirement. Failure to do so will result in you being rated ineligible for this position. Your transcripts must show completion/conferred date. Unofficial transcripts will be accepted in the application package. AND

LICENSURE: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your medical license with your application. Failure to do so will result in you being rated ineligible for this position.

GRADUATE TRAINING: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link) , (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

ADDITIONAL TRAINING / QUALIFICATIONS: Additional requirements for GS-15 -- 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training in evaluating the safety and effectiveness of drugs and approves new drug applications (NDAs), abbreviated new drug applications (ANDAs), and/or biologics license applications (BLAs).
