Responsibilities

The incumbent serves as an expert level data analyst with responsibility for providing data analytics services. His/her duties are detailed below:

Utilizes expert knowledge of a diverse range of statistical, mathematical standards, computer programming, operations research, actuarial theories, principles and practices, concepts, laws, and diagnostic methods and techniques, to quantify performance in the discovery, interpretation, and communication of meaningful patterns in data collection required to address substantive and technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues. The incumbent liaises with management to understand and develop their requirements, ensuring that objectives are met.

Develops and maintains applications using Standard Query Language (SQL), Python, and other computer programming languages; and, programs in these languages to build visualizations, reports or models that support analytic methods and requirements.

Designs models and develops analyses that are used to mine enterprise systems and applications for knowledge and information that enhances OIG processes. Responsible for building, deploying and maintaining data support tools. Applies code writing skills, programming languages, and basic predictive models and scripting languages (e.g., like Python, Ruby, R, SQL and PHP). Leads the predictive analysis capability and interprets data to develop and implement predictive models).

Plans for and provides data analyses for OIG staff to satisfy internal and external reporting requirements. Develops, interprets, analyzes data extracts and reports from OIG systems and databases, and develops the most efficient and effective automated approaches for preparing or presenting OIG reports, charts, tables and graphs to support and satisfy management reporting requirements.

Analyzes and organizes information, keeping supervisor informed of outstanding commitments, potential organization or program concerns, decisions to be made, or actions to be taken. Reviews program objectives, policies, operations, progress, resources, and other related matters, with timely reporting to the Assistant Inspector General for Investigations.

Participates in, consults or coordinates with, and leads peer teams, work-groups or committees in the establishment of data collections and analysis strategies and project-level execution plans. Works closely with investigative team to develop analytic requirements as part of the larger investigative strategy. Ensures peer team tasks, goals, and project timelines reflect investigative requirements. Monitors project completion and manages any changes in requirements or deliverables that reflect ongoing or evolving investigative requirements.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following: (1) experience fusing modern advanced data analysis, research, mathematics, and statistical techniques with data mining, database management, and search/query techniques; (2) experience with data mining tools, data discovery, data analytics, predictive modeling, simulation or visualization, analytics software, and applying code writing and programming languages (e.g. Python and SQL) basic and advance prediction of models and fluency with scripting language (e.g. Python or PHP); (3) experience developing, interpreting, and analyzing data extracts and reports from systems and databases, and developing the most efficient and effective automated approaches for preparing or presenting reports, charts, tables and graphs to support and satisfy management reporting requirements; and (4) experience in preparing and drafting clear, accurate, defendable and precise written reports, decision papers, briefing and computer reports for management, and writing complicated and highly technical collection and analytic material (e.g. collection, analysis and formulation of approaches, ideas, and methods of information portrayal).
