Summary

This position is located in the Office of Job Corps (Job Corps) within the United States Department of Labor's (DOL), Employment and Training Administration (ETA). Job Corps was established in 1964 by the Economic Opportunity Act and currently is authorized by the Workforce Innovation and Opportunity Act (WIOA) signed into law on July 22, 2014.

Responsibilities

  • Provide technical assistance to senior leadership in establishing and updating policy and managing Job Corps' Health and Wellness Program (HWP), including services to students in the areas of physical health screening and drug testing, substance abuse mitigation, mental and emotional health, disability accommodations, and related aspects. Manage the work of support contractors to provide policy advice and professional guidance to senior leadership regarding all aspects of health and wellness services to Job Corps students, including strategic and tactical solutions for nationwide pandemic. Provide technical assistance to all levels of Job Corps leadership and contractors related to the policy, operation, outcomes, efficiency, and service infrastructure of the HWP.
  • Provide subject matter expertise in managing various aspects of Job Corps' HWP. Monitor, measure, and evaluate program accomplishments, effectiveness, and/or compliance with governing laws, agency rules and regulations related to HWP. Establish program standards, goals, and milestones, and conduct regular performance and compliance assessments. Design and conduct policy review and revisions, management data collection and analysis, research projects, and curriculum revisions, and staff training to constantly improve the quality of the HWP, and provide technical expert-level assistance and responses to inquiries and requests from internal and external sources.
  • Design and use a wide range of qualitative and quantitative methods to evaluate the effectiveness of Job Corps' HWP, and provide recommendations for continuous improvement. Provide solutions to emerging problems based on evidence-based research and data and solid policy and legal support.
  • Measure compliance with statutory and policy requirements, and coordinate with DOL's legal teams to upgrade Job Corps' policy, guidance, rules, operational model, and service infrastructure to comply with the latest changes in the federal or state law or regulations related to the HWP. Represent Job Corps at meetings and conferences with internal and external DOL and ETA stakeholder on health, wellness, and disability issues. Develop responses to OPM, Congress, OIG, GAO, DOL, ETA, and other internal or external entities regarding Job Corps' HWP and community well-being.
  • Serve as the Contracting Officer's Representative (COR) for various support contracts related to Job Corps' services in health screening, drug testing and substance abuse mitigation, health and wellness, and disability accommodations. Initiate and execute contract procurements, contract modifications, contract funding and de-obligation, and contract closeouts.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position being filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

SPECIALIZED EXPERIENCE FOR GS-0343-13: Your resume must demonstrate at least one year of ALL of the specialized experience equivalent to the next lower grade level (GS-12), in the Federal service.
  • Knowledge of federal and state laws and regulations governing health and wellness programs for young adults in residential environment, with particular experience with policy development and administration of services in physical health screening, drug testing, substance abuse mitigation, mental and emotional health, and disability accommodations.
  • Experience with comprehensive data collection and analysis leading to data-based decisions and policy changes in the health and wellness program arena. Experience with conducting compliance evaluations and analyses to reinforce continued and consistent adherence to governing laws and regulations.
  • Experience with policy writing and executive-level presentations to enable strategic planning and policy adjustments.
  • Experience with program evaluation, goal/milestone establishment, planning and managing staff training, and managing technical assistance. And experience with federal contract procurement and management, supervising contractor's work and evaluating outcomes.
