Summary

This position is located at Consumer Financial Protection Bureau. As a Consumer Financial Protection Analyst (RAMPS Analyst), you will be responsible for conducting examinations of large bank and nonbank financial services companies to assess compliance with the requirements of Federal consumer financial law; obtaining information about the activities and compliance systems or procedures of these entities; and detecting and assessing risks to consumers & to markets.

Responsibilities

The following are the duties of the Reporting, Analytics, Monitoring, Prioritization and Scheduling (RAMPS) Analyst position at the CN-53, broadly equivalent to the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Lead in the development, implementation, and operation of tools and systems to support the CFPB's supervisory reporting, risk analytics, monitoring, prioritization, and scheduling processes. Participate and lead in cross functional working groups with internal and external partners to develop policies and procedures.
  • Lead in the development and delivery of reporting and analytics on supervisory activities for senior CFPB leadership and externally reported performance metrics.
  • Lead in the production and development of reports based on data analytics that promote efficient use of Bureau resources and close adherence to examinations policy and provides technical data structure and analysis assistance to Supervision stakeholders.
  • Apply comprehensive knowledge of consumer financial protection issues and the federal consumer protection laws and regulations governing these issues to, among other things, develop and implement policies, procedures, and training programs to provide strategic and analytical support regarding key systems and projects on system analytics; exam reporting; and entity monitoring, prioritization, and exam scheduling.
  • Lead in the development and delivery of in-person and web-based trainings to examination and Headquarters staff as needed.

    You must meet the following requirements within 30 days of the closing date of this announcement.

    For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service. (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experience for this position includes:

    - Experience leading the development, implementation, and operation of tools and systems related to examinations, compliance, risk management, audits, or reviews of financial services institutions or companies; (using platforms such as, but not limited to, Salesforce, Appian, MetricStream, IBM, TeamMate or Tableau); AND
    - Led in the development of policies and procedures for operational needs; AND
    - Comprehensive knowledge of consumer financial protection laws and regulations; AND
    - Conducting and development of in-person and web-based training programs; AND
    - Communicating legal, regulatory or technical financial subjects to senior management

    For the CN-52, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-51 grade level in the Federal service. (For qualification purposes, the CN-51 is broadly equivalent to the GS-11). Specialized experience for this position includes:

    - Experience in the development, implementation, and operation of tools and systems related to examinations, compliance, risk management, audits, or reviews of financial services institutions or companies; (using platforms such as, but not limited to, Salesforce, Appian, MetricStream, IBM, TeamMate or Tableau); AND
    - Experience in the development of reporting and analytics for operational needs; AND
    - Comprehensive knowledge of consumer financial protection laws and regulations; AND
    - Experience conducting training programs, mentoring, or developing training materials; AND
    - Communicating legal, regulatory or technical financial subjects to senior management

    For the CN-51, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-40 grade level in the Federal service. (For qualification purposes, the CN-40 is broadly equivalent to the GS-9). Specialized experience for this position includes:

    - Experience analyzing and reporting industry trends involving financial services and products; AND
    - Conducting and development of training programs; AND
    - Communicating legal, regulatory or technical financial subjects to senior management

    OR

    You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

    OR

    You may qualify by a combination of experience and education. You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Salary may be set from the minimum of the salary range to the midpoint of the salary range.
