Summary

As an Environmental Protection Specialist you will develop and implement regional policies and procedures as well as Federal, State, and local regulatory compliance requirements governing the Regional Stormwater Program.

Position Location: General Services Administration (GSA), Public Buildings Service (PBS), National Capital Region (NCR), Office of Facilities Management (OFM) Washington, DC.

Responsibilities

  • Support building managers and contracting officer representatives by providing technical direction to ensure that operation & maintenance, landscape, and other applicable contracts comply with all applicable local, state, and federal stormwater requirements. Provide technical support to facility, project and contracts managers as well as asset managers and other budgetary staff in their efforts to address identified BMP maintenance and repairs for scopes outside those covered in existing maintenance contracts.
  • Oversee the proper construction of new BMPs as well as the installation and maintenance of erosion and sediment control practices and approved removal of erosion and sediment controls (E&SCs). Confirm project teams are prepared to call for all required regulatory inspections in advance of project start. Bring O&M, landscape and other service contracts (new and existing) into compliance with stormwater regulations. Develops GSA's National Computerized Maintenance Management System (NCMMS) job plans for BMP types.
  • Identify and organizes training offered by vendors specific to the maintenance of their own unique equipment or practices for the benefit of facility managers and their maintenance contractors. Conduct annual inspections of the region's BMPs to determine where additional maintenance or repair work is required to support design function and comply with regulatory requirements. Assist in the development of technical scope language and cost estimates for the maintenance and repair work needed.
  • Assist with site commissioning and the facilitation the transfer of BMP documentation, training of BMOs and O&M contractors. Aid in the development of a program focused on key personnel obtaining applicable certification credentials through training offered by jurisdictional regulatory agencies. Aid a higher-grade staff member and develops, schedules, and conducts formal training programs in the stormwater management discipline for use by customer service centers, project management teams, and facilities management personnel. Disseminate information concerning new and improved techniques for the design, construction, and maintenance of BMPs as well as changes in or updates to jurisdictional and federal stormwater regulations. Provide technical input on what commissioning agents should be documenting for stormwater and E&SC elements, reviews commissioning reports when they are generated and tracks follow up required to address identified issues.

  • You may encounter exposure to any number of the following conditions for the purposes performing inspections and analysis of site conditions: inclement weather and mud traversing through woods and vegetation where ticks and mosquitoes are common climbing ladders to reach roofs through roof hatches removal of manhole covers with tools of the trade kneeling, bending and crouching to inspect underground, surface and roof level stormwater management devices and storm drain system components.

The GS-11 salary range starts at $72,750.00per year.

The GS-12 salary range starts at $87,198.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:

GS-11 This is a career ladder position to the full performance level of the GS-12

You must have one year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is experience assisting with specialized stormwater inspection and maintenance requirements for stormwater management equipment and assisting with annual inspections to determine where additional maintenance or repair work is required to support design function and comply with regulatory requirements. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or a combination of related graduate level education and appropriate experience that together meet the qualification requirements of this position.

GS-12

You must have one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is experience providing technical guidance and recommendations on storm water management policies and programs; and monitoring and documenting program compliance with Federal, state, and/or local environmental laws, regulations, and other mandates regarding environmental/storm water management?

Preferred Education :

A four-year college degree is desired for this position with an emphasis on a degree in civil engineering, environmental engineering, water resources engineering or hydrology

  • Knowledge of Federal laws and regulations, Executive Orders and agency directives pertaining to the designated program area(s) which include stormwater regulations of EPA, the District of Columbia, the State of Maryland and the State of Virginia
  • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified
