Summary

The Office of Tax Analysis (OTA) performs expert economic analysis of existing and proposed Federal tax policies for the Secretary of the Treasury, the President, the Congress, and the public. The purpose of this research position is to serve in the Office of Tax Policy as a senior financial economist planning and performing a wide range of professional economic research and analysis.

Responsibilities

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Research and assemble facts and prepares economic analyses and recommendations that relate to the development and review of Federal tax policy.
- Organize research projects, conduct economic studies, and prepare briefings and reports relating to the preparation of the President's Budget, the formulation of Administration sponsored revenue proposals, and the analysis of Congressional legislative proposals and enacted tax statutes.
- Provide authoritative advice on the design and development of analytical models for forecasting Federal tax receipts.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- Experience conducting economic analysis and studies, in fields such as public finance and tax policy issues.; AND
- Experience performing a wide range of applied microeconomic research, in fields such as public finance and tax policy issues.; AND
- Experience presenting the results of such analyses, studies, and research, both orally and in writing, to a variety of audiences.
OR
You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree
OR
A combination of experience and education. Options for qualifying on a combination of education and experience will be identified in the online questions.

Education

Basic education requirement:

A.
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B.
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Examples of qualifying experience include:
1.individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2.supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3.teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: economic statistics; industrial surveys; management of individual business enterprises, including farms; industrial planning; writing or editorial work in economic subjects; and financial market analysis.
