Summary

This position is located in the Government Accountability Office (GAO), Learning Center (LC) GAO Wide Curricula area. The Learning Center offers courses; job aids; information and mentoring, team building, and communities of practice; and a variety of consulting services.

The incumbent serves as a Training Administrator responsible for planning, developing, coordinating, monitoring and evaluating new basic training courses or portions of more complex courses.

Responsibilities

  • Monitors and evaluates current courses for quality control. Initiates and/or participates in training development and doctrinal studies and evaluations.
  • Assures that learning objectives, test and skill assessments, and participants' training requirements are effectively integrated into training. Performs quantitative and qualitative analysis of end-of-course evaluations and participant performance.
  • Develops and/or maintains in-class and online training content and materials to ensure standardization of GAO training. Establishes early and continuous working relationships with directors, contractors, training developers, and subject matter experts during the development of training materials. Ensures training materials are current and relevant.
  • Analyzing training efforts to determine effectiveness of the training program. Provides management with periodic reports on the status of training and an analysis of the effectiveness and capacity of the training program to achieve objectives and policies.
  • Keeps abreast of innovative educational and training developments and technology enhancements that affect training delivery for consideration in agency-wide application.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the next lower band, equivalent to the PE-I, PT-I, or GS-11 level in the Federal service. Specialized experience is defined as experience providing assistance with the monitoring and evaluation of a training program to including analyzing existing course work for efficiency and effectiveness; and assisting with the development of in-class and online coursework and training materials.

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Experience

Specialized Experience : Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis

  • Knowledge of analytical techniques for identifying, gathering, and analyzing data; forming conclusions consistent with management and problem goals; recommending solutions to problems; and implementing changes to plans.
  • Knowledge of a wide range of training practices, regulatory requirements and evaluative methods and techniques in order to advise managers in such areas as assessment of training needs and to administer and evaluate the effectiveness.
