Summary

The incumbent of this position serves as the senior Financial Specialist in the Visitor and Resource Protection Directorate, WASO, utilizing a vast knowledge of accounting and financial management principles and procedures in completing complex assignments.

Responsibilities

The major duties of the Financial Specialist position include, but are not limited to, the following:
  • Performs a variety of top-level bureau functions, to include participating in decision-making sessions with top bureau management officials, and advises program managers on regulatory requirements, financial policies, the interpretation of data, and the importance of accounting data to program operations and improvements; planning, developing, and coordinating financial management improvements necessary to comply with OMB directives and legislation.
  • Devises new methods and criteria to identify trends and patterns, modifying systems to accept new kinds of data, and preparing a variety of regular and special-purpose reports.
  • Plans, analyzes, and determines programmatic/ financial relationships.
  • Advises management on changes to function/program workflow practices or procedures, better internal controls, redesign of reports or faster consolidation of data, and how to reduce costs or improve operations.
  • Prepares, or oversees the preparation of, the bureau's annual financial statements required by the CFO Act, ensuring that the financial statements meet prescribed standards with form and content.
  • Provides staff direction and guidance in the design, development, and implementation of automated systems required to comply with new accounting standards and the accompanying reporting requirements.
  • Analyzes, interprets, and implements accounting standards developed by FASAB and prescribed by GAO and OMB, advising management on the implications of the new standards and expected impacts on the bureau in implementing new standards, coordinating with bureau financial and program officials to ensure effective implementation of required accounting standards.
  • Develops and performs ongoing analyses and interpretation of financial data in the general ledger to determine if the information is accurate.
  • Formulates, completes accurate entries, and balances Directorate level budget and works with division budget staff to present to internal and external audiences financial and administrative data and analysis.
Duties will be developmental in nature when filled below the full performance level.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: 1) Application of financial management concepts, principles and techniques; 2) Planning and conducting financial studies, reports and reviews to determine compliance with generally accepted accounting and financial management principles; and, 3) Identifying problems and improving financial management efficiency and effectiveness in reporting requirements and internal control weaknesses. You must include hours per week worked.

To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: 1) Formulating and executing broad financial plans and policies affecting the authorization and use of funds; 2) Preparing or directing the preparation of funds allocation charts, tables and summaries, together with detailed instructions as to the authorizations, limitations, and guidelines relating to the use of funds; and, 3) reviewing and analyzing financial plans and summaries prepared for comparison of budget allowances. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".Experience listed as full-time will be credited at 40 hours per week.
