MITRE's Homeland Security Center (HLSC) is often asked to perform Operational Test and Evaluation (OT&E) and provide guidance for OT&E efforts for DHS components. MITRE's OT&E efforts involve independently assessing DHS systems or programs for operational effectiveness, suitability, interoperability, and operational and cyber resilience. MITRE's roles involve defining, planning, executing, and observing OT&E and analyzing and documenting the results or providing guidance to DHS organizations in performing these functions. MITRE is looking for an OT&E engineer to lead and perform this function for DHS projects.As an OT&E engineer, you will design, plan, and execute independent tests to evaluate the abilities of systems or programs in meeting the operational effectiveness, suitability, interoperability and operational and cyber resilience requirements specified and implied in program requirements documentation and concepts of operation. Specific responsibilities will include:Develop OT&E strategy; perform mission-based T&E design and analysis; develop the Integrated Evaluation Framework (IEF); create an OT&E schedule and cost estimates; and identify and document the entrance and exit criteria for OT&E eventsDevelop strategy documents and briefings, including T&E Master Plans (TEMP), and T&E Concept Briefings (TECB); develop OT&E Plans (OTEP); document analysis plans; perform and document independent analyses; execute, observe, and document OT&E prepare OT&E Reports (OTER); and prepare other technical documents as needed.Review requirements for testability and measurability; review plans for other test phases, such as Developmental Test and Evaluation (DT&E) and User Acceptance Test (UAT) and observe and analyzed results from the other testing phases. Make recommendations to improve the quality and robustness of the testing.Conduct Post-Test and Evaluation Analysis. Use statistical methods to make inferences from test data and results. Provide data visualization to support findings and conclusions. Perform data mining and support anomaly resolutionProvide guidance to DHS sponsors on the activities listed above to help them to be successful on their OT&E effortsThe position is based in McLean, VA and may require on-site work at DHS facilities.Minimum Qualifications:BS and 10 years of related experience, including 2 years of leadership experienceApplicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.Required Qualifications:Bachelor's degree in Electrical Engineering, Computer Science, Systems Engineering, or a related Information Technology or Engineering field.At least 10 years of related Systems Engineering experience, including 2 years of leadership experienceDOD or DHS Level 2 T&E Certification or Equivalency.OT&E experience within the past five years and at least five years of T&E experience in the activities listed below.
