We are looking for a Director, State Policy and Regulatory Affairs, with 7+ years' experience, preferably in the financial services industry, to lead and support state insurance and securities regulatory initiatives, analyze the impact of laws and rules on member companies, and provide guidance on strategy to member companies to implement laws and rules. You will also provide analysis and content to support IRI's regulatory affairs efforts. The Director position is perfect for someone who is eager to work in a fast-paced, mission driven environment alongside a small team of committed industry professionals. The position reports to the Chief Legal and Regulatory Affairs Officer and may be based in our DC office (currently working remotely) or in a remote location. Primary Job Responsibilities State Policy and Regulatory Affairs Analyzes state insurance and securities regulatory issues and developments to identify and report to members on issues of relevance to the annuity and retirement income industry. Leads and guides IRI members in identifying and monitoring relevant and emerging state insurance and securities regulatory and compliance issues and developments, and in formulating IRI policy positions and engagement strategies with respect to such issues and developments. Collaborates with other industry trade associations (national, state, and local) to develop and advocate for consensus industry positions on relevant issues and developments. Drafts comment letters, testimony, and talking points to effectively communicate IRI's positions to policymakers on relevant issues and developments. Represents IRI at meetings with policymakers to educate them on and advocate for IRI's positions on relevant issues and developments. Creates and maintains trackers to help IRI members stay up-to-date on the current status of relevant issues and developments. Establishes, maintains, and grows effective relationships with state policymakers in support of advocacy efforts on relevant issues and developments, and to enhance IRI's image among policymakers. Industry Events and IRI Conferences Represents IRI and its members at key industry events, including meetings of the National Association of Insurance Commissioners (NAIC), the North American Securities Administrators Association (NASAA) and the Interstate Insurance Product Regulation Commission (IIPRC), and other state policymaker organizations as determined in conjunction with the Chief Legal and Regulatory Affairs Officer. Monitors the relevant activities of the NAIC, NASAA, the IIPRC, and other state policymaker organizations as determined in conjunction with the Chief Legal and Regulatory Affairs Officer, and their respective committees, working groups, and task forces, including the NAIC Life Insurance and Annuities (A) Committee and the NAIC Market Regulation and Consumer Affairs (D) Committee. Attends and participates in committee, working group, and task force meetings and conference calls conducted by the NAIC, NASAA, IIPRC, and other state policymaker organizations, and reports results to IRI's State Affairs Committee. Participates in planning and staffing for IRI's annual conference and other IRI events and programs as directed by Chief Legal and Regulatory Affairs Officer. Other Responsibilities Serves as primary IRI staff liaison for State Affairs Committee, and creates and staffs working groups and task forces as needed to address particular issues. Partners with colleagues across IRI to provide support for various IRI initiatives, including operations and technology projects, research initiatives, and membership growth strategies. Manages and maintains applicable content on IRI's members-only website. Drafts articles for weekly e-newsletter (the "IRI Government Affairs Update") and weekly CEO report to the IRI Board of Directors. Prepares memos for IRI Board meetings, detailing committee activities. Performs other projects and functions as assigned by the Chief Legal and Regulatory Affairs Officer. Education and Experience Bachelor's degree required; Master's degree and/or JD preferred. At least seven years' experience in a legal, government relations, or compliance role required, preferably in the insurance and/or financial services industry. Experience working with state policymakers required. Knowledge of retirement income products, insurance company operations, and procedures preferred. Basic knowledge of state insurance and securities laws and rules required; Extensive knowledge of same preferred. Basic knowledge of other laws and rules applicable to annuities and other retirement income products (eg, federal and state securities law, ERISA, Internal Revenue Code) preferred. Preferred Qualifications Excellent written, verbal, and editing communication skills with the ability to interpret and articulate mandates. Excellent critical and analytical thinking skills with the ability to interpret, assess, and explain laws, rules, and guidance proposed or issued by state policymakers. Excellent presentation skills with a high degree of comfort working with and presenting to various audiences. Excellent organizational, multi-tasking skills, and ability to work in a fast-paced atmosphere with changing priorities. Ability to foster and maintain relationships with state policymakers to advance IRI's public policy positions. Thorough understanding of the regulatory process and a track record of successful regulatory advocacy. Ability to lead committees, working groups, and task forces on issues relevant to IRI and its members. Ability to think strategically and lead committees, working groups, and task forces on issues relevant to IRI and its members. Excellent problem assessment and problem-solving abilities. Excellent information gathering and information monitoring capabilities. Proficient with Microsoft Office Suite (Word, PowerPoint, Outlook, Access, etc.). Positive and professional with strong interpersonal skills. Ability to work well independently and as a member of a team. Some travel required with limited advanced notice.
