Director - Recruiting and Talent Management Human Resources Alexandria, VA * ID: 7232 * Full-Time/Regular As the Director of Recruiting and Talent Management you will lead and manage all staffing and recruitment efforts across IAP's business units and corporate offices. Key Accountabilities include: Responsible for actively partnering with leaders across every level of the business to develop. Execute advanced staffing, recruiting, and sourcing strategies. Develop full life-cycle recruitment processes. Adhere to all regulatory and compliance needs including DOL, SCA and Labor Union requirements. Lead both internal and external staffing team strategies to help quickly identify key talent and resources. Work with HR business leaders to develop both a compensation and retention strategy that will ensure current demands and future market and business opportunity dynamics in a competitive intelligence and services business. Implementation of (daily, weekly, and monthly) recruitment tracking and customer metrics. Ensure conformance to needs of recruitment compliance obligations. Oversee and manage applicant tracking system and new hire orientation programs. Develop staffing and recruitment pipeline for operational excellence. Foster and establish the talent management functionality as a key business partner across the enterprise. Ensure consistent leadership engagement and updates. Level of Supervision: Director of Staffing and Recruiters Day to Day (not limited to duties as described - performs related duties as requested): Manage IAP Recruitment and Staffing priorities and establish world-class recruitment solutions. Understand and Manage Global Recruiting efforts working with key stakeholders to establish performance metrics for recruiter's and HR business leadership for day-to-day staffing operations. Deliver and develop future strategies to identify and resolve staffing challenges and help to attract and retain high caliber candidates while addressing any special requirements, geographical need, or where multiple disciplines for candidates may be required in order to meet IAP's client needs. Manage and supervise daily recruiting activity across all BU's and support HR operations, Business Support Functions and Business Unit Leadership with day-to-day staffing direction for recruiters. Develop and implement staffing strategies that help to attract and retain a diverse staff. Maintain regular communication cycles with Human Resource Business Partners and support developing on-site, remote, and paid recruiting events within each business area as necessary. Build, sustain and manage relationships with Universities, third party staffing agencies and other entities. Manage and develop Applicant Tracking System including user group acceptance, training, and operational procedures. Create and maintain individual and team practices on all Talent Acquisition and Management functions, including helping to build, recruit and train recruiting professionals. Will develop and influence relationships within all areas of the business, including front line managers and executives. Work with other Business Support Functions to coordinate operational needs to include understanding Benefits, Compensation, Employee Engagement and HRIS functionality. Develop metrics and reporting requirements that can be completed on a daily, weekly or on an ad hoc basis and have firm understanding of statistics and reporting requirements including written narratives where applicable. Implement changes and creates recruitment strategies and staffing plans for improved results and customer satisfaction. Education & Experience: Bachelor's/Master's degree required. 10 years plus of Recruiting and Talent acquisition/management experience for a global workforce. 10 plus years of recruitment management experience. 5 plus years of government contractor experience in recruiting and staffing. Managed recruitment function, federal compliance, and staffing strategies. In depth knowledge of recruiting functions including EE Laws, OFCCP, DOL, Union and SCA. Knowledge of Recruiting Applications Tracking Systems Extensive knowledge to develop strong job descriptions, strategic sourcing opportunities and recruitment negotiations Experience recruiting for multiple agencies within DoD, Intelligence, and other government spaces. Management Level experience for government contracting industry in recruitment and staffing preferred. Key Strategic Knowledge: Must be able to actively source, recruit and develop staffing requirements and solutions to business functions and operations. Ability to establish priority and functionality to the recruitment team including developing position descriptions, compensation strategies, talent pipeline and firm within the company. Expert understanding, performance, and substantial interaction with company leadership to develop staffing proposals, business development opportunities and staffing models for the growth and profitability of the company. Able to plan, direct and implement strategic recruitment initiatives, and develop recruitment approaches (ie, determine cost-effective sources for obtaining employees), and help develop marketing, advertising, and business collateral to support recruitment initiatives. Highly organized including having the ability to assess situational awareness and operational needs in a highly diverse employee population based in multiple locations, countries, and various cultures. Knowledgeable of DOL and Recruitment compliance obligation including support and maintenance of applicant data, records, and applicable sections to company's Affirmative Action Plan. Firm understanding of compensation and compensation policies within the federal workspace. Able to understand full business needs and adjust strategies to successfully meet those needs. Key Skills: High Proficiency in Excel, PowerPoint, and MSWord. Statistical analysis and financial acumen. Excellent written and verbal communications and ability to present recruitment and staffing strategies across all levels of the business. Very strong interpersonal skills. Keen eye for details and the ability to act with urgency, think quickly and accurately, and respond to address hiring needs. Strong capability to create reports, recruiting metrics and assess resources effectively. Demonstrated partnership with key stakeholders, hiring managers and executive leadership. Travel: 10% - 20% domestic and international requirements. Security Clearance: Ability to hold or obtain a Secret or higher-level clearance.
