Duties SummaryThis position is located in the Office of Information Technology (OIT), Division of Information Technology (DIT). The incumbent in this position manages the nationally distributed Health Information Technology (HIT) systems and other aggregated clinical and administrative software modules. Provides application software and system analysis planning, organizing, directing, coordinating, and evaluating HIT software development. The incumbent in this positions reports to the Director, DIT. Oversight of staff members serving on committees or teams, or other IHS internal and externals sources. Evaluates the performance management of staff and assures that employees are recognized and rewarded for high quality work, or that corrective action is taken when appropriate. Contract Management oversight and perform post-award administration with Project Officer and analyzes benefits, cost and award processes for short and long term plans for implementation and testing of systems and networking product and services. Writes statements of work for contract and support services analysis, design and implementation of software and systems modification. Writes, oversees and evaluates computer programs and programming language, scripts for applications, and HIT design and programming standards, databases, software programs and data storage. Prepare and oversee development of test plans, test databases and alpha and beta testing for HIT applications, procedures and review. Translate and responsible for Software Engineering and Software Development technical and programming specifications: design, develop, document, customize, program, test, verify and validate; and implement support and maintain clinical infrastructure and administration of health information system. Consults to refine functional requirements and translates functional technical application specifications. Coordinate and analyze IT system business requirements and standards for application programming, software quality assurance, system verification, data transmission formats and protocols with Agency network and internet information services, publication and transmission of information to internal and external program/audiences using secure Internet/Intranet protocols. Analyze application software that involved design, documentation, development, modification, testing, installation, implementation, and support of new or existing health information technology. Develop specifications to structure, encode and exchange patient healthcare information and facilitate exchange between healthcare systems.
