Duties SummaryThis position is located within the Health Resources and Services Administration, Office of Operations, Executive Secretariat. The duty location for this position is in Rockville, MD. **Applicants please note: Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.** Learn more about this agency ResponsibilitiesAs a senior Government Information Specialist, you serve as an expert resource for HRSA and, as necessary, for other HHS agencies, and Federal Offices on all aspects of the FOIA, including issues of confidentiality; withholding of sensitive administrative or competitive information; and the collection, retention, dissemination and destruction of records. Your major duties and responsibilities include: Composing clear and concise FOIA response letters, if necessary, citing the applicable FOIA exemptions(s) that provide the statutory authority to withhold some or all of the requested records. Reviewing and analyzing appeals from requesters challenging the withholding of requested information, and/or the imposition of fees in light of applicable laws, regulations, and/or additional justification provide by the requestor. Performing a variety of administrative functions such as compiling the Annual FOIA Report on fiscal year FOIA activities as requested by the FOIA. Writing and developing training materials, including model letters and new guidance on exemptions and regulations regarding the release of documents. Preparing and presenting training for the FOIA Office staff, Gatekeepers and/or HRSA staff regarding the FOIA in general and specific FOIA issues, including the latest information regarding the application of the FOIA exemptions. In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: Providing authoritative guidance to agency internal and external stakeholders on current, proposed, or new FOIA-related policies and regulations; conducting preliminary reviews of all FOIA requests received by an organization to determine whether they are subject to withholding under the Act; and, analyzing and evaluating appeals of FOIA request denials, conferring with organization leadership and legal counsel and presenting the results for use during appeal hearings. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
