Learn more about this agency ResponsibilitiesAs a Lead Enterprise Architect, the incumbent serves as a subject matter expert and advisor to IT and business managers and leaders in the development of IT solutions for business needs, which involves the management of the enterprise structural framework to align IT strategy, plans, and systems with the mission, goals, structure, and processes of the Commission. He/she reports directly to the ACIO for Engineering and Architecture.Directs and oversees the IT Enterprise Architecture contractors responsible for developing, planning, implementing, and integrating new and updated IT and Business architecture standards and processes and to ensure a consistent technical infrastructure in response to business units' mission and needs. Provides daily oversight, direction, and leadership of active Enterprise Architecture projects; develops performance goals and metrics, measurement, and resolution plans to improve project performance; and is responsible for developing, implementing, and validating effective quality controls.Provides senior level advice to the Associate CIO, Architecture and Engineering, and other Senior leaders at large on matters pertaining to the Commission's Enterprise Architecture with primary focus on technology modernization, cloud adoption, security, and business transformation. Performs strategic and tactical planning and execution and develops target architectures and capabilities to support FCC business units' missions now and up to 5 years in the future.Directs and leads FCC's Cloud modernization plan development and implementation and works with FCC business units, via IT's Stakeholder Relations group, and other stakeholders to validate and update the plan in accordance with the FCC Cloud Modernization strategy. Manages and oversees all Enterprise Architecture projects and reports and advises Sr. IT leadership and other stakeholders on project progression, achievements, risk, and issues.Serves as lead for technology adoptions and transformation of database systems and data integrations across the enterprise to include integration with Enterprise Data Warehouse and other shared data and reporting services.Works with contract staff to develop as-is and to-be architectures, performing gap analysis, and development of transition plans across the FCC enterprise. Identifies contracts that may be used to deliver capabilities or develops required contract modifications if no such capabilities are available.Authors Statements of Work, task orders and specifications for the solicitation and award of contracts.Serves as a Contracting Officer Representative (COR) for assigned contracts. Provides liaison functions between contractor management and the IT staff and management on a daily basis. Oversees and monitors one or more contracts ensuring compliance with the terms and conditions of the contracts, including response time and quality of work and take appropriate actions to ensure that all actions are completed promptly with minimal disruption to users. Specialized experience includes the following:GS-15:Candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service as outlined below:1) Experience directing and overseeing IT Enterprise Architecture contractors responsible for developing, planning, implementing, and integrating new and updated IT and business architecture standards.2) Experience managing and overseeing Enterprise Architecture program and advising senior IT leadership and other stakeholders on program maturity, achievements, risk, and issues.3) Experience providing senior level advice on matters pertaining to Enterprise Architecture with primary focus on technology modernization, cloud adoption, security, and business transformation.4) Experience formulating, developing and implementing strategies, plans, policies, standards, and guidelines for the acquisition, installation, integration, and migration of technologies, IT solutions, and business processes in line with Federal security requirements.5) Experience leading and managing cloud platform adoption in federal agency or organization.
