Duties SummaryThese Public Health Analyst positions are located in the Health Resources and Services Administration (HRSA). The duty location for these positions is in Rockville, MD. This is a HRSA Global recruitment that may be used by all HRSA Bureaus and Offices to fill positions. **Applicants please note: Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.** Learn more about this agency ResponsibilitiesThis position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. MAJOR DUTIES: As a HRSA Public Health Analyst at the GS-9 and GS-11 level, your major duties and responsibilities include: Analyzing public health legislation, regulations, executive directives, and Departmental policy issues to determine their relevance to the organization's plans, programs, and activities. Assisting with environmental scanning and policy research to identify public health strategies that may assisting the organization in meeting one or more of its short and long-term goals. Developing and maintaining initiatives to achieve the public health impact and advance the goals of the organization. Serving as a point of contact for information about public health program evaluation activities and assists in program evaluation and the measurement of program outcomes. Performing special projects to analyze and/or identify specific concerns or conditions of relevance and importance to the mission and activities of the center. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above competencies, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-9: Your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis: Assisting with gathering and analyzing of public health related data via surveys, studies, surveillance, etc.; assisting with the planning and delivery of public health programs and initiatives; and, assisting in the administration and monitoring of public health programs to ensure compliance with policy or legislative requirements. OR Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or JD To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position. OR Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.GS-11: Your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis: Ensuring public health program compliance with policy or legislative requirements; conducting public health related analysis (eg surveys, studies, surveillance, etc.); and, administrating and evaluating public health programs or initiatives to meet organizational goals and objectives. OR Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position. OR Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
