They recommend ways to facilitate technology transfer and insertion and may develop multiple intelligence-related products and methods. They collaborate with Scientists and other experts to research advanced solutions, test products and methods, and develop new capabilities and associated tradecraft. They provide technical guidance and oversight, conduct technical outreach, and interpret technical information for non-scientific audiences.Additional Job Information ADDITIONAL INFORMATION: NGA Research seeks an S&T Programmatics Officer to serve as Technology Operations Officer (TXO). The TXO will assist the Research senior leaders with a full range of technical and administrative responsibilities to ensure efficient and effective operation of the Research organization mission success. The TXO must be a self-motivated, detail-focused, highly capable, critical thinker to provide oversight to key coordination activities in support of both tactical and strategic operations for the Research organization. Specific duties include: * Provide direct technical and executive support to R senior leadership. * Assist R senior leadership in developing organizational goals, objectives, strategy, and priorities consistent with NGA and Dept/IC objectives, and warfighter requirements. * Work closely with R senior leadership on strategic development of key processes, procedures, and communications that facilitate program planning and execution. * Capture follow-on actions and monitor their execution to sustain strategic efforts and ensure mission success across R and NGA in support of R leadership goals. * Capture follow-on actions and monitor execution to sustain strategic efforts with external partners including government agencies, industry, private sector, and academia, in support of R leadership. * Ensure strategic program planning is coordinated among R management staff. * Work closely with D/DD to plan and orchestrate R off-sites, town halls, meetings and events including content development, speaker coordination and alignment of agenda with strategy. * Act as a liaison on behalf of the D/DD to all other NGA Executive Leaders, KCs, and external organizations as required to ensure the R perspective is accurately portrayed and fully considered. * Work closely with R senior leadership to coordinate across NGA with other Executive Leaders and KCs to exchange information and resolve complex problems. * Work closely with Research senior leadership to coordinate across senior leadership across the IC, DoD and NGA to exchange information and resolve complex problems. Represent R at other government agencies outside of NGA. * Maintain situational awareness of Department-wide and agency-level issues to enable proactive and contextual support to the D/DD. Anticipate and frame issues, assess risks and devise solutions, keep management apprised of high priority issues and requirements. * Exercise a high degree of originality, discretion, communication skills, and good judgment in accomplishing responsibilities that contribute significantly in guiding and shaping the future of the R organization in support of Agency and Department objectives. * Communicate with R staff to convey D/DD intent with respect to Directorate strategy, research program design, proposals, approvals, reviews, and execution, as well as intra-and inter-agency collaboration. * Plan and coordinate program initiatives for the D/DD; ensure technical rigor and alignment with Heilmeier criteria, strategic R and NGA objectives, as well as warfighting needs. * Provide guidance to R staff in development of programs with special attention to technical rigor, alignment with Heilmeier criteria, and consistency with NGA and Department objectives. * Ensure the RD/DD are well prepared for technical and executive meetings and decision making by drafting executive summaries, talking points, read-aheads, and executive correspondence, and verifying the sufficiency of such materials prepared and provided to the D/DD by others. * Responsible for all R correspondence. * Provide ad hoc support for other additional functions required by or assigned by the D/DD. Demonstrated experience advising leadership and stakeholders on R&D topics and aligning the R&D portfolio in support of National and Department of Defense strategies and priorities. 2. Demonstrated experience drafting Broad Agency Announcements, statements of work, deliverables requirements documents, and realistic program milestones for R&D programs. 4. Demonstrated experience evaluating proposals for realism and responsiveness to solicitations. 5. Demonstrated experience with international programs. 6. Demonstrated experience creating written word products in narrative, expository, descriptive, and persuasive style to communicate technical material for a variety of audiences, senior-level executives, and representatives of external oversight functions. EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Engineering, Optics, Mathematics, Physics, Biology, Chemistry, Geology, Earth Science, Computer Science, Data Science, Multi-Media, Social Sciences or in a related discipline that included 24 semester hours in those fields or Artificial Intelligence/Machine Learning, Cybersecurity, Geographic Information Systems, Remote Sensing, Data Analysis/Visualization, Math, or Computer Science. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 5 years professional experience in any of the areas listed above or one or more of the following fields: Intelligence; DoD Intelligence Surveillance and Reconnaissance, remote sensing, field/laboratory experimentation, laboratory infrastructure/IT or technical writing that demonstrates the ability to successfully perform the duties associated with this work.Highly Desired Qualifications QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated experience briefing technical material. 2. Demonstrated experience evaluating cost and schedule realism of proposals, monitoring program financial performance and managing cost/schedule risks. 3. Excellent oral and written communication skills . 4. Demonstrated experience managing or supporting the management of machine learning, AI, or activity based intelligence programs.Additional Job Requirements You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility.
