The Department of Housing and Community Affairs (DHCA) plans and implements activities which prevent and correct problems that contribute to the physical decline of residential and commercial areas; ensures fair and equitable relations between landlords and tenants; increases the supply of affordable housing; and maintains existing housing in a safe and sanitary condition.  DHCA is seeking an experienced senior manager to provide strategic program planning and management to ensure integrated and effective cross-DHCA operations including budget, human resources/capital planning, strategic/organizational planning; and major Department initiatives including strategic program and business operations planning, and business process improvements.

The Chief, Finance and Administration reports to the DHCA Director. The position works independently to plan, develop, and implement broad, operational, mission-related departmental/agency programs, functions, and/or services having critical impact on the accomplishment of DHCA goals and objectives.  Among the responsibilities of this position are management, oversight, and leadership in fiscal and resource planning to support long-range DHCA program responsibilities; integrated development and administration of the department's operating budget (including the Montgomery Housing Initiative Fund, General Fund, and three separate Federal Community Planning Development Grant funds including the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant (ESG)); integrated capital budget planning, including revenue planning and projections; human capital planning, human resources management; short-term and long-range space planning and management; and other administrative services programs necessary for the effective execution of departmental programs.  In addition, this position assists the Director in the planning, development and integrated execution of cross-cutting programs and program/process improvement initiatives.

 

Management focus is on strategic (annual/multi-year) planning and tactical (day-to-day) actions with emphasis on strategic business management (policy making, budgeting, staffing, resources allocation).  This position involves resolution of very complex and sensitive problems referred by the DHCA Director and/or subordinate supervisors or staff, potentially resulting in significant and fundamental changes to the organization.  Substantial input and influence on policy is provided.  The position supervises financial, information technology, procurement, administrative services, and human resources professionals and managers/supervisors.  As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

The ideal candidate should have proven experience managing large and complex organizations, particularly core financial and administrative support programs; excellent organizational and analytical skills; and be able to work independently in a fast-paced environment to resolve issues and make effective decisions.

Specific responsibilities include but are not limited to:

  • Directs a division of 25 FTEs through three subordinate managers
  • Oversees critical functions and departmental programs including accounts receivable, accounts payable, licensing and registration, common ownership communities program, grants management, IT, human resources, contracts/procurement, asset management, fleet and facility management
  • Looks at programs with a racial equity lens and helps the director in designing departmental policies which reflect the County’s commitment to racial equity framework to close gaps and eliminate disparities.
  • Manages a loan portfolio of 500+ loans totaling over $500 million leveraging $2.5 billion in affordable housing
  • Administers $9 million in annual Community Planning Development grants including the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant (ESG)
  • Provides budget and financial management for $100M of annual resources including the departments operating budget, capital budget and Payment in Lieu of Taxes program
  • Reviews state and local legislation providing positions and fiscal impact statements
  • Prepares annual and monthly reports including CountyStat, datamontgomery, executive summaries, department performance plans and talking points for executive staff
  • Liaises with Office of Management and Budget, the Finance Department, the Commission on Common Ownership Communities, Department of Health and Human Services, County Council staff, Department of General Services, Office of Intergovernmental Relations, County Attorneys Office, Office of Procurement, Department of Technology Services, Office of Human Relations, Department of Housing and Urban Development, nonprofit and for-profit developers, property managers, etc.

Minimum Qualifications:  

  

Experience:   Seven years of progressively responsible professional experience in budget and financial management, human capital planning and human resources management, and/or strategic program and business operations planning and management; three years of which were in a supervisory or executive capacity.  Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Education:    Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency:  An equivalent combination of education and experience may be substituted.

Preferred Criteria:

  

  1. Experience managing and developing operating and capital budgets, and financial management.
  2. Experience supervising the work of management, supervisory, professional, and/or administrative personnel, including union personnel.
  3. Experience planning, formulating, analyzing and implementing management and programmatic policies and strategies appropriate to organize and manage a division within the department.
  4. Experience managing and administering grants and contracts from procurement to implementation.
  5. Experience managing Federal Community Planning Development grants.
  6. Experience managing a quasi-adjudicatory program and/or acting as the principal liaison with a board, committee, or commission.
  7. Experience managing and administering information technology and systems.
  8. Experience managing human resources activities for an organization involving actions such as recruitment, classification, training, disciplinary actions, and labor relations.
  9. Experience, including resource planning and risk analysis/management, long-range planning for organizations and/or major programs.
  10. Experience and knowledge of real estate development and asset management trends and practices
