Summary

This position is located in the Payroll Services Branch (PSB) of the Court Human Resources Division (CHRD) within the Human Resources Office and reports to the Supervisory Payroll Specialist for the Central Reporting Team (CRT). CHRD administers a comprehensive human resources program for over 30,000 employees in the federal judiciary. The incumbent serves as Payroll Specialist for CRT and performs a wide range of technical and operational support for the Payroll Services Branch.

Responsibilities

Duties of this position include, but not limited to:
  • Processing, recording, and submitting cash receipts, EFT rejects, EFT returns; Thrift Savings Plans (TSP) retroactive cases, adjustments, file reconciliation; calculating and updating IRR card balances.
  • Analyzing, preparing work-up, and submitting Federal Erroneous Retirement Coverage Corrections Act (FERCCA) cases for systems corrections and supplemental payments.
  • Reconciling, preparing, and submitting assigned state/local tax deposits, coupons, and returns for biweekly and monthly pay cycle in accordance with the requirements of the state/local taxing authority. Resolving any issues related to state/local taxes. Processing and printing W-2Cs, W3-Cs, and Corrected 1099R requests and file the required amended returns utilizing commercial tax software to prepare tax forms.
  • Preparing, validating, and submitting Retirement & Insurance Transfer System (RITS) reports, Thrift Savings Plans (TSP) reports, Semi-Annual Headcount Report Quarterly OPM 2812 reports, and OPM VERANSIP reports as assigned.
  • Reviewing, verifying, and processing bi-weekly load reports for Federal Employee Health Benefit (FEHB) Retro Benefit Deduction, FEHB deduction not taken, FEHB Premium Payment Indicator corrections, FSA refunds, TSP Loans, Severance Payments, Voluntary Separation Incentive Pay (VSIP), Awards, Non-Cash awards, taxable relocations, taxable reimbursement and any applicable taxable fringe benefits.
  • Prepare debt collection and overpayment documents related to uncollected taxes for 3rd party relocation, Temporary Duty Assignment (TDY), RITA, and taxable reimbursements.
  • Serving as "Duty Pay Specialist" for the preparation and validation of Treasury Payment Automated Management system of the confirmed biweekly and/or monthly payrolls.
  • Assisting with special projects or tasks as assigned.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position.

    Specialized experience for this position is demonstrated experience in performing ALL of the following:
  • Working knowledge of payroll concepts, principles, processes, and procedures which includes federal tax laws and processes related to the reporting and correction of Federal Employment Taxes and returns (i.e., W2, W2C, 1099, 941, and 941X).
  • Experience with a client-server automated payroll or human resources information management system.
  • Experience performing causative research and analysis and preparing reports or presentations on a variety of complex payroll issues.

  • Desired but Not Required:
  • Applicants who are Certified Payroll Professionals (CPP).
  • Experience and knowledge of the functional and operating principles of PeopleSoft HRMS, preferably the federal version.
