Responsibilities

SUMMARY OF DUTIES : The incumbent reports to the Deputy AC/S, MCCS and is responsible to serve as the senior leader over all departments within Marine & Family Programs (MFP) Branch for MCCS Quantico. Incumbent will be required to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to their leadership and direction; while creating a positive atmosphere and culture within the Marine & Family Programs Branch where pride, professionalism, collaborative engagement, and customer service is the primary focus of all efforts.

Responsible for the development, management, coordination and execution of a broad range of MFP, exercising staff cognizance and oversight on all technical aspects of services assigned, to include: Marine Corps Family Team Building, Personal & Professional Development, Family Care, Behavioral Health and Semper Fit programs. The incumbent is directly responsible for ensuring the success of assigned programs by establishing, planning, implementing, evaluating, budgeting, advertising and providing leadership direction to each individual program through subordinate managers.

The incumbent serves as an expert advisor and consultant on all programs assigned and provides management continuity and stability for social programs offered to service members and their families in Quantico, VA. Conducts studies and analysis of local community requirements via proactive communication efforts with commanding officers, senior enlisted personnel, parental groups, subordinate managers, and other individuals/organizations that may have a direct interest in MFP. Coordinates and integrates a number of complex programs where professional, clinical, technical, managerial, and administrative work is required, and which may directly affect the well-being, mental/physical health, and mission readiness of service members and their families assigned to a multi-mission military installation. Manages the development of operational policy and programs in response to changes in levels of appropriations or other legislated programming changes. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Responsible for developing and managing substantial appropriated and nonappropriated fund budgets for the Branch. Reviews monthly financial reports to adjust spending, as needed. Analyzes program execution on a regular basis, and prompts the initiation of corrective actions to ensure the continued support of operating programs.

Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by their assigned supervisor. Interprets executive orders, policy statements, directives, procedures, and individual instructions issued locally or by higher authority that govern or have a bearing in the MFP and determines the extent to which these matters affect current and planned programs, policies or services. Prepares, reviews and/or edits local directives, implementing policy and procedures directed at Marine Corps Base level or by higher authority.

Directly or indirectly through subordinate supervisors, provides leadership direction to employees; counsels and trains employees; schedules and directs work; appraises work performance; approves or disapproves leave; and initiates personnel actions, as may be required. Must be alert to substance abuse among their assigned team and take appropriate action, when and if necessary. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Provides world class customer service with an emphasis on courtesy, professionalism and confidentiality, as may be required. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts their higher-level supervisor, or proper point of contact for assistance when problems arise. Ensures implementation of an activity safety program in accordance with the Base Safety Program. Advises employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents/injury to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return to Work" program initiatives, and following up on employee well-being.

MINIMUM QUALIFICATIONS :
  • The minimum of a Bachelor's degree from an accredited college or university is required.
  • Five years of senior management experience that would demonstrate the capability to effectively plan, coordinate, budget, execute and direct a complex Marine & Family Program operation, is required.
  • Skills to manage rapidly expanding programs exercising foresight, flexibility, and imaginative approaches to program development, growth and change.
  • Ability to resolve or negotiate a variety of sensitive problem situations, knowledge and ability to make decisions and recommendations concerning a variety of Marine & Family Programs.
  • Ability to effectively communicate and deal effectively with senior military and civilian officials.
  • A thorough knowledge of business practices, economic principles and ability to analyze trends and make improvements.
  • Knowledge of budgetary principles to include preparation, execution and the ability to analyze trends and initiate appropriate actions.
  • Knowledge of military life and the resulting issues affecting military families and their lifestyles.
