This vacancy is for a Computer Scientist position in the Associate Director of Research and Methodology Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Serve as a technical expert who utilizes the latest technologies to design and develop innovative software solutions for enterprise or custom Census Bureau systems.
  • Investigate system concepts and system interactions to identify and/or predict the critical software engineering and physical problem areas in the system, develops solutions, and recommends a course of action.
  • Provide enhancements, improvements, and cutting-edge development to solutions by adapting the latest computer technology that is consistent with overall bureau policies, procedures and budgetary constraints.
  • Establish a work plan and staffing for each phase of the project, and arrange for recruitment or assignment of project personnel. Evaluates and identifies budget, schedule, and other pertinent evaluation criteria.
  • Prepare project reports and give presentations to management, clients, and others. Identify effects of unforeseen problems and modify procedures as required to counteract any problems and provide authoritative technical advice to senior management.

This is an open continuous announcement. The initial cutoff date for referral is February 22nd, 2021. After this date, the cut off dates are as follows:

March 22nd, 2021

April 19th, 2021

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Minimum Education Requirement:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to meeting the Minimum Education Requirement above, applicants must have the experience below.

For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: establishing software design concepts to craft standard system designs from existing system functionality and new user requirements; using Object Oriented programming and the latest tools to create new or improved methods and techniques in applications and system software; developing innovative software solutions using large volumes of data; using modern project management techniques; and providing technical insight and developing complex software systems using processes such as: data structures, computer system architecture, software engineering and computer communication.

Education cannot be substituted for experience for this position at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
