The Director, Hollings Manufacturing Extension Partnership Program plans, organizes, directs, and controls the activities of the Manufacturing Extension Partnership Program (MEP), and he/she formulates its programs, policies, and procedures, and ensures that they are carried out. He/she plans the operations of the Program to focus on modernizing America's manufacturing base through the transfer of modern manufacturing technology and techniques to small and medium-sized companies. He/she is responsible for the planning and operation of the Manufacturing Extension Partnership Program, NIST. The incumbent:
  • provides leadership to the NIST MEP national office and the system of MEP centers. This includes (a) setting the direction for key functions such as center competitions and selection; (b) development and leadership of the system's strategic approach to sustaining and growing the economic competitiveness of U.S. manufacturers, particularly small and medium sized manufacturers; (c) requesting, planning for and operational oversight of the program's annual funding and internal management systems; (d) responsibility for the performance of the MEP system and achieving annual Government Performance and Results Act (GPRA) metrics; (e) overseeing systems for communication and dissemination of system and center best practices, achievements, and impacts through traditional and social media; and (f) ensuring that systems are in place to provide technical assistance to and between MEP centers, NIST MEP regional office staff, and federal and state partners of the MEP program.
  • represents the MEP in national manufacturing policy and strategy, including representing NIST to and/or with the Department of Commerce to national stakeholders including the Office of Management and Budget, the National Economic Council, the U.S. Congress, and others on budget, and other matters concerning the Program. The incumbent renders expert technical, manufacturing knowledge to senior officials of NIST, DOC, other agencies, cooperating institutions, universities and requesting industrial organizations in all areas concerned with manufacturing. The incumbent represents the MEP, NIST, and the Department of Commerce, both personally and through appropriate delegation of staff, in government and non-government manufacturing and related committees and societies.
  • serves as either the Designated Federal Official or the alternate for the MEP Advisory Board. The Advisory Board is a "Federal Advisory Committee" authorized under the American Innovation and Competitiveness Act (P.L. 114-329) of 2017 and consists of not fewer than 10 members broadly representative of stakeholders appointed by the NIST Director; at least two members shall be employed by or on an advisory board for a Center; at least five members shall be from United States small businesses in the manufacturing sector; and at least one member shall represent a community college. The Advisory Board provides (1) advice on the activities, plans, and policies of the Program; (2) assessments of the soundness of the plans and strategies of the Program; and (3) assessments of current performance against the plans of the Program.
  • is an expert in developing, maintaining and growing federal-state partnerships and public-private partnerships that bring together federal, state, and private sector policies and resources towards an "eco-system" that helps grow the economic competitiveness of U.S. manufacturers. This includes but is not limited to representing the program to state policy leaders and industry leaders and working collaboratively towards a common goal and vision.
  • collaborates with other OU Directors and Office Chiefs in various periodic and special Institute program planning and review meetings dealing with such matters as long and short-range program planning, the coordination of technology transfer, NIST-wide manufacturing activities, inter-laboratory activities, the accommodation of new or emerging needs of science and technology, and cooperative technology development and transfer in the general fields of the Institute's competence.
  • participates in exchanges of technical information and plans, organizes, and operates appropriate mechanisms for coordinating technical activities and programs; participates in important liaison and representative functions with senior manufacturing and technology based economic development programs of foreign governments, industrial laboratories, universities, and Federal and state laboratories for the prime purpose of facilitating programs under the direction of the MEP.
  • initiates and coordinates long-range and strategic planning activities of MEP assuring that it takes into account assessments of future manufacturing needs, current priorities, and technical opportunities as articulated by the Administration, Congress, state and local governments, industry, and the general public.

Professional and Technical Qualifications (PTQs):

PTQ 1. A broad knowledge of and demonstrated experience in manufacturing, manufacturing and industrial extension programs, and/or technology-based economic development as evidenced by private sector experience, program management, technical expertise, or thought leadership, such as publications and presentations.

PTQ 2. Demonstrated experience communicating and partnering with a diverse set of customers and stakeholders such as senior level federal officials; Congressional Members and staff; state elected officials and policy makers; private sector manufacturing leaders; and national and regional organizations that are part of the manufacturing eco-system.

PTQ 3. Demonstrated experience planning, organizing, managing, and directing a multi-level technical and/or business organization of significant size, resource, complexity, and scope that includes national-local and public-private partnerships.
