Responsibilities

The Director, Engineering Laboratory (EL) is primarily responsible for managing and directing the research and service programs of the EL. The incumbent represents NIST and the EL both inside and outside the Institute and assists the Director and Associate Directors in accomplishing the Institute's mission. The incumbent serves as primary point of contact for EL research and service programs with customers and stakeholders and is responsible for programmatic and operational direction of the EL. Specific responsibilities include:
  • Ensuring mission related research and services are provided in a reliable and consistent manner to customers and stakeholders;
  • Leading the employees of the Laboratory to anticipate and respond to the needs of NIST, the Department, and the Nation;
  • Developing and disseminating advanced manufacturing technologies, guidelines, standards activities, and services to the U.S. manufacturing industries;
  • Overseeing research, codes and standards activities and statutory responsibilities in disaster resilience and resilient materials, including the National Earthquake Hazard Reduction Program, the National Windstorm Impact Reduction Program, and the National Construction Safety Team.
  • Serving as the primary point of contact for NIST and the Department on matters related to engineering research, development, and deployment; and,
  • Directing the EL activities including measurement science research, performance metrics, tools and methodologies for engineering application, and critical technical contributions to standards and codes development.

The Director, EL is responsible for maintaining collaborative relationships with the Department within the scope of his/her responsibilities. The EL Director represents the Director and the Institute with senior Administration officials, Congress, other Federal agencies, industry leaders, and national and international organizations on matters affecting the EL.

The Director, EL carries out other assignments and manages special programs as assigned by NIST leadership.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed below. Applicants must also meet the OPM Individual Occupational Requirements for this position.

Basic Requirements:

  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


  • EXECUTIVE CORE QUALIFICATIONS (ECQs):

    ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.     ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

    ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

    PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

    PTQ 1 - Demonstrated experience providing authoritative leadership and supervision of a scientific and engineering laboratory of significant size, resources, scope, and complexity.

    PTQ 2 - Demonstrated experience directing and achieving operational results as evidenced by experience applying analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve the most complex, interrelated technical problems and make associated recommendations at all staff levels.

    PTQ 3 - Expert knowledge of engineering as it relates to manufacturing and/or building and fire research and associated services. Knowledge should be evidenced by leadership positions and results in the field, technical experience, publications, presentations, and/or substantial participation and recognition in the engineering, manufacturing or construction communities.

    The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position.
