Summary

This position is located with the Office of the Secretary of Interior, DAS-M, Office of Budget Management. This office is seeking a Supervisory Budget Analyst (Division Chief) who specializes in budget execution and strategic planning for all phases of the budget process and day-to-day operational activities.

Responsibilities

  • Provide expert advice regarding new and innovative ideas, and approaches and solutions to budget execution, financial reporting and strategic planning functions.
  • Provides expert counsel and advice to top level management for DASM and other key IA staff regarding execution and financial management of the IA's annual budget and strategic planning.
  • Consults with all senior officials on issues relating to budget execution, identifying major issues for the upcoming budget in accordance with appropriated funding.
  • Develops and analyzes options and plans for the analysis of issues that need decision reviews.
  • Approves justifications for use of funds in line with appropriation language and laws, as well as provide guidance for individual programs, throughout each annual budget process.
  • Directs the presentation and preparation of IA budget estimates and manages undelivered orders and reimbursable agreements on behalf of ASIA programs.
  • Supervises a staff of budget and program analysts who specialize in budget execution and strategic planning for all phases of the budget process and day-to-day operational activities of the office.

Qualifications

GS-15 :

To qualify at the GS-15 grade level, you must have one year of specialized experience at or equivalent to the GS-14 grade level performing all of the following: Experience overseeing the presentation and preparation of budget execution activities; reviewing status of funds projections; formulating and establishing financial management policies; providing guidance to subordinates in the execution of budgets, estimates, resource allocations, workloads, and operational requirements; conducting analyses on budget plans and/or policies; recommending changes to meet program objectives and goals; preparing reports, and delivering briefings to senior management officials.

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
