The Architect of the Capitol (AOC), Office of the Chief Operating Officer, Facility Manager, Building and Grounds Supreme Court, Assistant Superintendent Thurgood Marshall Facility Operations is seeking an experienced Engineer or Architect to assist with contract development and management for construction and repair contracts supporting the operations and maintenance of the Supreme Court of the United States (SCUS) and the Thurgood Marshall Federal Judiciary Building.

The incumbent will serve as supervisor and director for the Supreme Court Construction Team with an emphasis on capital renewal and capital improvement projects involving existing facilities and infrastructure. This position provides overall, life-cycle project management with responsibility to provide expertise, coordination, direction and oversight on multiple projects simultaneously. The ideal candidate is a Registered Architect/Engineer or licensed Professional Engineer (PE).

Other specific responsibilities include:
  • Performing administrative and technical supervisory functions for subordinates.
  • Responsible for Supreme Court Building and Grounds jurisdiction junior and midgrade engineer Community Management. Community Management responsibilities include workforce shaping, workforce diversity, knowledge management, employee recruitment, development, training, mentoring, and retention.
  • As the Contracting Officer's Technical Representative (COTR), is responsible for providing constructability review design support prior to construction award and guarantees the successful management of all construction contracts assigned.
  • Managing project schedules and budgets; and making recommendations to senior management on technical matters, deviations, alternate methods, procedures, planning, efficiency and economy to keep assigned projects on track.
  • Initiating and carrying through to successful completion, all actions necessary to ensure contract completion to the satisfaction of the customer, to include all manuals, test results, parts lists, transfer documents, record drawings and official final acceptance.
  • Directing in-house teams and/or Architect-Engineer (A-E) contractors responsible for studies; designing of projects from concept development through preparation of construction bid documents; and overseeing design support in the construction phase.
  • Identifying the most economical and efficient procedures for project design and performance considering all influences and preparing necessary drawings, specifications and supporting documents for advertised or negotiated procurements.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.

Specialized experience is defined as having experience in the following: (1) Providing supervision, leadership and guidance to support the growth and development of engineering and architectural staff; (2) Preparing, justifying and/or administering the budget for program areas; administering, and monitoring expenditures to ensure cost-effective support of programs and policies; (3) Evaluating studies, plans, design specifications and progress reports for architectural, engineering and construction processes and projects; (4) Performing as Contracting Office Representative (or equivalent), providing constructability review design support and management of construction contracts; and (5) Managing multiple capital renewal and improvement projects for facilities.

Education

For Engineers:
This position requires a Bachelor's Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum

OR

A bachelor's degree in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.

For Architects:
This position requires a Bachelor's Degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
  • Related Curriculum: Degree in architectural engineering may be accepted.
  • Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
