Responsibilities

The IHS Chief Medical Officer (CMO) serves as the principal clinical, public health, and scientific advisor to the IHS Director and senior staff providing oversight, expertise, and leadership to ensure the delivery of quality healthcare throughout the organization. The CMO also serves as the senior clinical executive between headquarters and the Area CMOs to ensure consistent, effective, and collaborative communication, processes, procedures, and accountability affecting the delivery of healthcare, including the evaluation of professional performance and clinical competence of health care providers. The incumbent directly manages the major clinical and preventive programs of the IHS and is responsible for development and implementation of policies for the purchased and referred care program at IHS. The CMO also serves as the lead health care representative for the IHS Director at meetings within HHS, with other Federal agencies outside HHS, with Tribal Governments, and with external partners and stakeholders.

This position is located at Indian Health Service (IHS) Headquarters, Rockville, Maryland.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. BASIC REQUIREMENT(S): All Physicians must meet all three of the following basic requirements.

    Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country.

    Graduate Training Subsequent to Degree - 1 year of supervised experience providing direct service in a clinical setting, i.e., 1 year internship or the first year of a residency program. This graduate training must by approved by accrediting bodies recognized within the U.S. or Canada. Descriptions of such programs are described below.
      An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Licensure - Active, unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the U.S.
    • The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
In addition to meeting the Basic Requirements, you must also meet the Minimum Qualifications and Selective Placement Factor below to be considered qualified for this position.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Leading, managing, and evaluating a regional or national health care program for an organization that operates multiple health care facilities that includes geographically dispersed hospitals, specialty clinics, and emergency care. Developing concepts, policies, and procedures for patient care quality and safety programs. Representing a regional or national health care program to Congressional representatives, Federal agencies, tribal governments, professional societies, academic institutions or similar organizations. Supervising managers and directors that perform professional services in nearly every health care discipline.

Selective Placement Factor - Board Certification: In addition to the minimum requirements, Board Certification is determined to be essential to perform the duties and responsibilities of the Chief Medical Officer. Applicants who do not meet a selective placement factor are ineligible for further consideration. Candidates must provide proof of Board Certification at time of initial application.
  • Board Certified in the physician's specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA).

Documenting experience:
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
