Summary

This position is assigned to the Chief of Staff service, Central Virginia VA Health Care System, in Fredericksburg Virginia. The incumbent will be assigned to one of the CBOCs at the Fredericksburg location and will assist at the other location as needed. The Lead Medical Support Assistant (LMSA) position serves as the Lead Clerk for the VHA Patient Aligned Care Team (PACT) initiative.

Responsibilities

Duties include but are not limited to:
  • Assure the MSA staff explains the VA's mandate to collect insurance information to veterans, their families, and other eligible patients. Assure staff collects, scans, and updates health insurance information serving a major role in the revenue process.
  • Incumbent must be able to train staff and communicate requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities.
  • Assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs.
  • Monitor and make work assignments, provide input on performance, resolve daily workplace issues and maintain efficient workflow.
  • May be asked to participate in the daily teamlet huddles and weekly team meetings where patient care planning and management occur.
  • Independently manage position responsibilities with little supervision; as well as set priorities and deadlines, adjusting the flow and sequencing of the work to meet clinic and patient needs.
  • When records are received, the incumbent will ensure that all necessary health/administrative information is integrated into the Computerized Patient Record System (CPRS) by means of document scanning. The Lead MSA will also perform the scanning duties and may be asked to train other MSAs on the process.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education: (1) Experience - Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
  • English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: For Lead Medical Support Assistant, GS-7: One year of experience at or equivalent to the next lower grade level GS-6. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs:
  • Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
  • Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
  • Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
  • Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff.
  • Ability to provide staff development and training.
  • Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

The full performance level of this vacancy is GS-7.

Physical Requirements: There are no specific physical requirements. The work performed is predominately clerical in nature and requires no special physical standards. The work is usually performed in an office setting.
