Summary

The Research Associate provides research and evaluation services across a wide range of content areas for the D.C. Courts. The purpose of the position is to enable the D.C. Courts to use data, evaluation results, and research findings to inform decision-making, ensure high-quality processes and services for the public, and enhance public trust and confidence in the Courts.

Responsibilities

Brief Description of Duties:
  • Designs and implements research projects, program evaluations, and administrative studies; presents findings to stakeholders.
  • Conducts or coordinates data collection and analysis for research projects, using appropriate research methodology and analytical techniques.
  • Develops performance measures and designs data collection and monitoring systems.
  • Develops reports, analyses, and dashboards using business intelligence systems and tools.
  • Coordinates the reporting of court caseload and statistical information.
  • Designs, executes and analyzes surveys; presents findings to targeted audiences.
  • Develops statements of work, serves on contractor selection panels, and coordinates and monitors the evaluation activities.

Qualifications

Minimum Qualifications:

Grade 12: A bachelor's degree in a social science, public administration, or a related field, plus four (4) years of demonstrated experience conducting applied research in a public sector/government setting, preferably in a court/criminal justice system agency.

Grade 13: A bachelor's degree in a social science, public administration, or a related field, plus five (5) years of demonstrated experience conducting applied research in a public sector/government setting, preferably in a court/criminal justice system agency.

Strong analytical skills, with the ability to analyze and interpret quantitative and qualitative data.

Ability to learn business intelligence systems and tools (eg. Oracle, Power BI, Tableau) to conduct analysis and develop reports and dashboards.

Excellent oral and written communication skills, including preparing and presenting research findings for diverse audiences.

Excellent interpersonal skills and the ability to maintain effective working relationships, collaborate on research projects, and work as part of a team

Excellent computer skills, with demonstrated knowledge of and experience with standard statistical analysis packages, (e.g., R, SAS or SPSS).

EDUCATION SUBSTITUTION:

Grade 12: A master's degree in a social science, public administration, or a related field, plus three (3) years of demonstrated experience conducting applied research in a public sector/government setting, preferably in a court/criminal justice system agency.

Grade 13: A master's degree in a social science, public administration, or a related field and related experience.

Please note that authorization for the release of your adult criminal record revealing any convictions and forfeitures, and any criminal cases currently pending before the courts are required. If you are selected for the position, a criminal history records check will be conducted.

This job is being filled by an alternative hiring process and is not in the competitive Federal civil service.

Please note there is a mandatory one year probationary period for all non-judicial new employees.
