Summary

The incumbent serves as a Financing Specialist in Wholesale Securities Services, Fiscal Service. The incumbent provides financial, technical, and policy analysis and conducts special projects and studies primarily related to the Treasury's Marketable Debt Financing (e.g. Auction/original issue process), but may conduct other special project assignments.

Responsibilities

As a Financing Specialist, you will:
  • Assist and advise the Assistant Commissioner (Wholesale Securities Services) in planning and executing the Fiscal Service's role in administering debt management decisions.
  • Manage complex project involving guiding and coordinating efforts with outside parties, such as contractors and Federal Reserve Banks, that are performing work for Wholesale Securities Services.
  • Prepare analytical reports and position papers after completion of research and study.

Occasional travel - 1-5 nights per year.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: performing technical and financial analysis and conducting process/project assignments in accordance to established regulations, policies, and procedures.

Examples of such experience could include:

Participating as a team leader in the development or design of operational processes; OR
Defining business requirements, testing and project management; OR
Working with policies, procedures, and regulations for marketable securities or the systems to sell them; OR
Conducting analyses on all phases of financing operations; OR
Preparing analytical reports on highly technical issues related to financing matters.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
