Summary

The incumbent will be the Special Advisor serving the Principal Deputy Assistant Secretary and two Deputy Assistant Secretaries for the Office of Terrorist Financing & Financial Crimes (TFFC).

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Review and clear all office documents on behalf of the DAS, including talking points, memos, and testimony.
- Review and write substantive documents and speeches, assist in authoring Congressional testimony for the DAS, handle relevant follow-up of all queries to include Congressional Questions for the Record.
- Manage offices human resources, staff-related needs, budget reports and proposals, and strategic plans.
- Coordinate and oversee special projects, such as the preparation of testimony by tracking documents through stages.
- Serve as coordinator for the Office of Terrorist Financing and Financial Crimes, supporting the daily administrative operations of these components. Respond to inquiries and administrative problems and determines the most effective solutions; making recommendations for program and policy improvements.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

In order to qualify for the GS-12 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience for this position can be gained in either the public or private sector. Specialized experience for the GS-12 includes ALL of the following:

-Planning and coordinating projects, assembling and by analyzing facts and developing proposed solutions to accomplish objectives; AND
-Developing, coordinating, and planning operational changes, functions, processes, and internal guidance for a work program; AND
-Creating, reviewing, and editing documents for senior management.

In order to qualify for the GS-11 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience for this position can be gained in either the public or private sector. Specialized experience for the GS-11 includes ALL of the following:

-Planning and coordinating projects, assembling and by analyzing facts and developing proposed solutions to accomplish objectives; AND
-Assisting with developing, coordinating, and planning operational changes, functions, processes, and internal guidance for a work program.
-Creating, reviewing, and editing documents for management.

OR you may substitute education for specialized experience as follows:
-a Ph.D. or equivalent doctoral degree; OR
-3 full years of progressively higher level graduate education leading to such a degree; OR
-a LL.M., if related;

OR you may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
