Summary

This position is located under Scheduling and Jurisdiction in the Branch of Expert Analysis, Division of Program Operations (DPO), Office of Federal Contract Compliance Programs (OFCCP). The purpose of OFCCP is to enforce the contractual promise of affirmative action and equal employment opportunity required of those who do business with the federal government.

This position is not in the bargaining unit and is at the full performance level, GS-14.

MAJOR DUTIES:

Plans, directs, manages and implements the compiling and distribution of scheduling lists.

Administers expertise in statistical methods and software to link and analyze data to respond to legal challenges.

Develops and maintains the standard operating procedures for scheduling.

Performs the full range of supervisory responsibility for subordinate staff.

Manages a large database.

Provides timely expert advice to leadership.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

This position has an Individual Occupational Requirement (IOR) that is outlined below:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  • Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:
  • Collecting, processing and analyzing a large volume of statistical data.
  • Providing operational guidance to conduct quality assurance audits.
  • Ensuing quality and consistency in compliance reviews.
  • Developing and managing a large database.
  • Displaying and administering expertise in statistical methods and software to aggregate, link and analyze data to compile comprehensive and complex lists and to respond to legal challenges.
  • Ensuring analytical work products meet agency regulations, policies and procedures both in terms of process and final product.
  • Providing timely expert advice to leadership on complex matters.
  • Using Statistical Analysis System (SAS), Structured Query Language (SQL) and fuzzy lookup
