This position is located in the Office of Nuclear Regulatory Research (RES), Program Management, Policy Development and Analysis Staff (PMDA). The supervisor is Michael Brezovec. This position is in the bargaining unit, is subject to the Confidential Financial Disclosure reporting requirements, and is not subject to security ownership restriction reporting requirements.

Responsibilities

As a Senior Grants Administrative Specialist, you will perform a wide variety of tasks in support of the NRC's Integrated University Program (IUP). The NRC awards IUP grant funds in support of university research and development to maintain and enhance the discipline of nuclear science and engineering. You shall work to support the grant process from award through closeout and will ensure all aspects involved in awarding, tracking and monitoring IUP grants are completed effectively and efficiently. You will be the lead for: Grant Monitoring Phase (oversight); Grant Closeout Phase; Grant Service Agreements; Grant Budget & Expenditure; and Grant Re-Payment Process. You will work pro-actively with educational institutions (grantees) and with students receiving scholarship funds from grantees to ensure compliance through the grant lifecycle. You will liaise closely with other offices as appropriate to identify and resolve legal, financial, budget and audit related issues. With support from OCIO, you will work to implement databases and dashboards to streamline and enhance data capture, query and reporting capabilities for the IUP grant program. You will also train and provide guidance for new and more junior staff of NRC's grant team on an as needed basis.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience which demonstrates a proven ability to administer, review, and monitor a grant process from end-to-end and to identify, track, and resolve issues as they arise. This includes a comprehensive knowledge and understanding of the Grant Monitoring Phase (oversight); Grant Closeout Phase; Grant Service Agreements; Grant Budget & Expenditures; and Grant Re-Payment Process. It also includes experience which demonstrates a comprehensive knowledge of the agency's financial and acquisition systems and related reports.
