Summary

This position is located within the United States Department of the Treasury, Departmental Offices, within the Office of Foreign Assets Control (OFAC), Office of Sanctions Support and Operations (OSSO).

Responsibilities

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Manage the human resources processes for OFAC. Advises the OSSO Associate Director, MPD Assistant Director and OFAC managers on all personnel, administrative, and organizational issues related to human resources. Oversees all aspects of the recruitment process for OFAC, including but not limited to drafting position descriptions and liaising with Treasury personnel, BFS ARC and OPM as needed and appropriate.
- Work with DO HR and other DO offices to develop training programs for OFAC employees and managers. Coordinates with the Assistant Director of Management Programs on issues related to the resources required to maintain an active training program at OFAC.
- Exercise program leadership, develops plans and polices, establishes priorities, evaluates program productive and cost effective means for accomplishing administrative objectives.
- Oversee the coordination of all recruitment activities for OFAC, including preparation of recruitment literature, outreach to minority institutions, and liaison with employment programs such as the Presidential Management Intern Program, and involvement with other special programs to ensure the broadest recruitment efforts.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.
GS-15 Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the GS-14 level or equivalent in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is:
- Serving as a management liaison with human resources personnel.; AND
- Providing management advisory assistance to high-level managers on difficult or unprecedented issues covering areas such as classification, training and development, recruitment and placement, performance management, compensation, diversity, and/or succession planning.; AND
- Developing an organization's strategic workforce plan and monitoring and assessing performance under it.; AND
- Developing and maintaining partnerships and other collaborative relationships which demonstrates experience analyzing and applying project management principles and practices.; AND
- Performing analytical studies and projects related to human capital resource management improvement and long-range planning.

GS-14 Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the GS-13 level or equivalent in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is:
- Serving as a management liaison with human resources personnel.; AND
- Providing management advisory assistance to high-level managers on difficult or unprecedented issues covering areas such as classification, training and development, recruitment and placement, performance management, compensation, diversity, and/or succession planning.; AND
- Developing and maintaining partnerships and other collaborative relationships which demonstrate experience analyzing and applying project management principles and practices.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.
