Summary

The Office of Chief Counsel, IRS, is looking for enthusiastic individuals to join our General Legal Services (GLS) function and gain valuable experience in a legal environment specializing in labor and employment law. The Office of Chief Counsel's mission is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and employing the highest quality legal advice and representation for the IRS.

Responsibilities

The Office of Associate Chief Counsel, GLS employs approximately 60 attorneys nationwide. It is headed by the Associate Chief Counsel, GLS who oversees National Office branches and six Area Counsel Offices. Each Area Counsel Office is supervised and directed by an Area Counsel, who reports to and who is supervised by a Deputy Associate Chief Counsel GLS. Area Counsels supervise the staff that performs the work described below. This announcement is for a vacancy in the Washington, DC and New York (Manhattan) Area Counsel office.

As an Attorney for GLS, you will:
  • Litigate cases before administrative fora, such as the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Federal Labor Relations Authority (FLRA), and in arbitrations stemming from the IRS and Counsel collective bargaining agreements.
  • Provide advisory opinions and advice, both written and oral, on issues arising from labor-personnel and equal employment opportunity (EEO) matters, the interpretation of civil service laws and regulations, government representation, the Federal Torts Claim Act, and other related "non-tax" matters.
  • Provide litigation support in Federal courts to the Department of Justice in a variety of matters, such as EEO, Bivens suits and suits arising under the Federal Tort Claims Act.
  • Litigate disciplinary cases referred by the IRS's Office of Professional Responsibility that involve allegations of misconduct by tax practitioners during their representation of taxpayers before the IRS;
  • Coordinate work with the Chief, Claims, Labor, and Personnel Law Branch, when warranted.

Because of its tax-related mission, the Office of Chief Counsel requires fingerprinting, tax verification, and a background security investigation as part of the pre-employment process.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-12: Possess a J.D. and an LL.M. degree in Employment or Labor Law. OR

Possess a J.D. plus one year of general legal attorney experience (after receiving J.D. degree) comparable to the GS-11 level in the Federal service.

GS-13: Possess a J.D. and an LL.M. degree in Employment or Labor Law and a minimum of one year of specialized legal attorney experience (comparable to the GS-12 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation. OR

Possess a J.D. and a minimum of two years of attorney experience - one year of general legal attorney experience plus one year of specialized legal attorney experience (one year comparable to the GS-12 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation.

GS-14: Possess a J.D. and an LL.M. degree in Personnel or Labor Law and a minimum of two years of specialized legal attorney experience (one year comparable to the GS-13 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation. OR

Possess a J.D. and a minimum of three years of attorney experience - one year of general legal attorney experience plus two years of specialized legal attorney experience (one year comparable to the GS-13 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation.

Specialized experience for this position at the GS-13 and GS-14 level includes: professional legal experience in labor and personnel law, including assignments involving complex and difficult legal questions requiring extensive research, analysis, and evaluation.
  • The J.D. and/or LL.M. must be from an ABA-accredited law school.
  • Candidates must be admitted to practice law before the highest court of a state or territory of the United States; the District of Columbia; or the Commonwealth of Puerto Rico.
  • One year of professional legal experience refers to full-time work after admission to the bar. Part-time work is considered on a prorated basis.
  • Experience may have been gained in the public sector, private sector, or through Volunteer Service .

Education

You must have graduated with a J.D. and/or LL.M. from an ABA-accredited law school.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education .
